Under general direction, this role applies professional engineering judgment, utility systems knowledge, and data quality principles to reduce utility‑related risk throughout planning, design, and construction phases. This position serves as a technical contributor and task leader, coordinating with project teams, clients, utility owners, surveyors, and contractors to ensure accurate utility information, effective coordination, and constructable solutions.

Your role
  • Lead SUE services in accordance with ASCE 38‑22, including planning and execution of data collection, interpretation of findings, quality level designation, and utility risk assessment to support project decision‑making.
  • Lead utility engineering efforts including utility conflict identification, constructability reviews, relocation of feasibility evaluations, and protection‑in‑place analyses for transportation and infrastructure projects.
  • Develop, prepare, and review utility exhibits, composite utility plans, conflict matrices, coordination logs, and technical memoranda, providing technical direction and quality oversight.
  • Lead coordination with public and private utility owners to obtain records, verify existing conditions, and proactively facilitate resolution of utility conflicts.
  • Direct utility coordination activities during planning, design, and construction, including leading meetings, managing documentation, and tracking action items to closure.
  • Oversee and perform utility field monitoring and verification, confirming existing utility conditions, and providing technical guidance to support construction activities.
  • Provide technical oversight and mentorship to junior engineers, utility coordinators, and technicians, ensuring deliverables meet accuracy, consistency, and quality standards.
  • Serve as a primary technical interface with internal project managers, designers, and external stakeholders to integrate utility information into overall project workflows.
  • Contribute to project management activities including scope development, schedule coordination, budget support, and quality control, with a focus on utility‑related risk and deliverables.
About You
  • Bachelor's degree in Engineering (Civil, Mechanical, Electrical, Environmental, or a closely related discipline).
  • Typically 6–10 years of professional experience in Subsurface Utility Engineering (SUE), utility coordination, utility engineering support, or related infrastructure services following attainment of a bachelor's degree.
  • Experience supporting transportation, municipal, and/or utility infrastructure projects is preferred.
  • Active Professional Engineer (P.E.) license in the State of Texas is required; additional state licensure is a plus.
  • PMP or equivalent project management certification is preferred but not required.
  • Strong understanding of utility systems, SUE practices, and utility coordination processes.

  • Proficiency reviewing electronic plans, GIS data, and technical documentation.
  • Strong written and verbal communication skills, including documentation and client‑facing coordination.
  • Ability to manage multiple concurrent tasks while maintaining quality, accuracy, and responsiveness.
  • Willingness and ability to perform field site visits, utility observations, and coordination meetings as required.
  • Availability to conduct approximately 1–2 project site visits per month throughout the State of Texas.
