Job summary

The Building People is seeking a Senior Energy Program Manager to lead energy management, auditing, and mechanical systems assessments for federal clients. You will oversee multidisciplinary teams, manage client communications, and deliver high-quality technical products aligned with federal mandates.

Ideal candidates have 8+ years in energy or facilities programs, experience with ASHRAE Level II audits, and familiarity with building automation, energy reporting, and smart building technologies.

Qualifications

  • Bachelor's degree in Mechanical or Electrical Engineering.
  • PE license preferred or required per state.
  • CEM certification preferred.
  • 8+ years in energy, facilities, or engineering program management.
  • Experience with ASHRAE Level II energy audits and energy conservation measures.
  • Experience with mechanical system assessments (HVAC, central plants, building controls).
  • Ability to manage scope, schedule, budget, quality, risk, and client communications.
  • Familiarity with federal energy mandates, reporting requirements, and sustainability objectives.

Responsibilities

  • Lead and deliver energy management, auditing, and mechanical systems assessment support for federal clients.
  • Oversee energy programs and coordinate multidisciplinary project teams.
  • Manage client communications and ensure delivery of high-quality technical products.
  • Prepare and present energy efficiency and resilience reports to stakeholders.
  • Support development of training, dashboards, and executive-level reports.

Education

Bachelor of Science in Mechanical Engineering or Electrical Engineering
Professional Engineer license (PE)
Certified Energy Manager (CEM)
Experience with ASHRAE Level II energy audits
Experience with smart building technologies/building automation systems
Energy data analysis and reporting
Project/program management
Excellent written and verbal communication

Job description

The Building People, LLC, has an opening for a Senior Energy Program Manager to lead and deliver energy management, auditing, and mechanical systems assessment support for federal clients. The Program Manager will oversee energy programs, coordinate multidisciplinary project teams, manage client communications, and ensure delivery of high-quality technical products aligned with federal energy mandates and agency priorities. The ideal candidate will bring senior-level experience supporting federal facilities, with Department of Defense or Department of War experience strongly preferred, and demonstrated success delivering ASHRAE Level II energy audits, mechanical system assessments, energy conservation measure identification, and implementation planning. Experience with smart building technologies, building automation systems, utility data analysis, and federal reporting requirements is preferred. The ideal candidate will possess at least 8 years of related energy, facilities, or engineering program experience.

Required Experience & Skills
  • Minimum of 8 years of experience managing or delivering energy, facilities, mechanical systems, or engineering programs.
  • Experience delivering ASHRAE Level II energy audits, including utility analysis, site investigation, energy conservation measure development, savings calculations, and audit reporting.
  • Experience performing mechanical system assessments for federal or large institutional facilities, including HVAC, central plants, building controls, and related infrastructure.
  • Demonstrated ability to manage scope, schedule, budget, quality, risk, and client communications for energy or facility engineering programs.
  • Familiarity with federal energy mandates, reporting requirements, energy resilience priorities, and facility sustainability objectives.
  • Strong analytical, troubleshooting, verbal communication, and technical writing skills.
  • Proficient in Microsoft Office Suite and related tools used for reporting, analysis, scheduling, and program management.
  • Team-oriented leader with the ability to coordinate engineers, analysts, building specialists, subcontractors, and client stakeholders.
Preferred Experience & Skills
  • Experience supporting federal customers, with Department of Defense or Department of War experience strongly preferred.
  • Certified Energy Manager certification preferred.
  • Experience with smart building technologies, building automation systems, energy information systems, or facility performance analytics.
  • Experience developing training, briefings, dashboards, or executive-level reports on energy efficiency, resilience, risk mitigation, and sustainability topics.
Required Education
  • Bachelor of Science degree in Mechanical Engineering or Electrical Engineering.
Preferred Education
  • Certified Energy Manager certification preferred.
  • Professional Engineer license, LEED credential, or additional energy-related certifications are a plus.
Place of Performance & Travel
  • 25 - 50% travel
  • The team is based in the Washington DC area, and the candidate will need to be able to attend an in-person meeting within a 2-day notice.

Physical Requirements
  • Physically able to climb overhead or crawl under spaces to complete jobs.
  • Must be willing to work at heights.
  • Must be able to lift up to 35 pounds at times.
  • Salary offered will be commensurate with the candidate's experience, qualifications, and certifications.
  • Our positions may require a background screening and clearance directly from the Government.
