Responsibilities

• Identify needs and opportunities with stakeholders across federal, state, and local levels.
• Assess emergency communications, warning systems, and interoperability technologies.
• Evaluate implementations for readiness and alignment with program objectives.
• Coordinate interviews, workshops, and site visits to validate findings.
• Provide guidance on adoption, best practices, and capability sustainment.
• Communicate complex information to technical and non-technical audiences.
• Advise leadership on modernization strategies and risks.
