The Office of Technology & Innovation seeks an experienced Senior EEO Investigator to report to the Assistant Commissioner of EEO & Diversity Management. The Senior EEO Investigator is a trusted advisor to employees and management, helping maintain a fair, inclusive, and productive work culture. Under the direction of the Assistant Commissioner of EEO & Diversity Management, the Senior EEO Investigator will conduct internal EEO investigations and prepare advisory memos, investigative reports, for complaint/issue resolution, process reasonable accommodation requests, and provide guidance on the agency's policy regarding reasonable accommodations to employees, supervisors, and other management officials. The role also involves performing EEO legal work, researching facts and questions of law, and developing and conducting EEO-related training for all agency staff.

Responsibilities will include, but are not limited to:

  1. Assist in the development of the Agency’s Diversity and Inclusion strategic plans.
  2. Ensure effective fulfillment of the Agency’s EEO obligations as provided by the City Charter and other Federal, State and Local employment laws.
  3. Advise executive, managerial, and supervisory staff on EEO matters and meet with them regularly to ensure best practices are followed in employment decisions, including selection, transfers, and promotions.
  4. Work with the Assistant Commissioner to develop strategies to improve diversity and promote a more inclusive workplace.
  5. Partner with Human Resources professionals, including the coordinator for the 55-A program and other internal/external entities, to ensure compliance.
  6. Compile statistical data on EEO matters and prepare all required reports.
  7. Assist in the preparation of responses to audits as required.
  8. Perform related work as directed by the Assistant Commissioner of EEO & Diversity Management.
Hours/Shift

Day shift; due to the duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or evenings.

Minimum Qualifications
  • Admission to the New York State Bar; and either "2" or "3" below.
  • One year of satisfactory U.S. legal experience after admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of employment.

Preferred Skills
  • Experience conducting investigative interviews and preparing investigative reports.
  • At least two years’ experience with EEO/HR, analysis of workplace discrimination issues, or related work.
  • Knowledge of citywide personnel policies and procedures.
  • Effective communication skills with employees at all levels.
  • Ability to manage workload within tight deadlines.
  • Experience with NYCAPS and maintaining confidential employee data.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • Commitment to diversity, equity, and inclusion in the workplace.
