Job summary

Quantech Services, Inc. is seeking a Principal Cost Estimator Associate to join the Business Analytics team at Hanscom AFB, MA. You will collaborate with cost analysts to develop life cycle cost estimates and perform regression analyses to inform DoD program decisions.

The role requires DoD program office experience, top secret clearance, and strong data-driven storytelling to translate program data into cost impacts for government customers.

Qualifications

• 15+ years’ experience with 10+ in DoD or USG cost analysis experience or relevant in quantitative analysis positions.
• Must have DoD Program Office experience.
• Must be proficient in ACEIT and DoD Lifecycle Cost Estimating.
• Ability to work independently and apply procedures and processes.
• Strong communication skills and ability to build relationships with customers.

Responsibilities

• Collaborate with a team of cost analysts on a variety of projects.
• Develop life cycle cost estimates for DoD weapon system programs.
• Analyze historical data and develop cost estimating relationships using regression analysis.
• Understand technology trends and analyze impact on cost.
• Analyze software program progress tracking tools (JIRA, Microsoft TFS) and develop metrics.
• Interview functional specialists to support estimating methodology development.
• Develop risk distributions for cost drivers and estimate equations.
• Analyze program schedules and quantify schedule uncertainty.
• Study and develop metrics for complex software development programs.
• Build complex spreadsheet-based program cost models for decision analysis.
• Apply statistics to quantify probability of success for budgets and schedules.
• Conduct business case analyses, trade studies and economic analyses.
• Assist program managers in contract strategies and program plans.
