Job description

This is professional, managerial, and supervisory work directing and coordinating all phases of potable water planning, production, treatment, and pumping. It will develop and implement whatever processes or plans are necessary to resolve complex water system issues, as well as any special assignments and projects to achieve objectives established by the Director or Assistant Director. Work is performed under the general direction of the Assistant Director of Public Works & Utilities and is evaluated and reviewed through observation of the efficiency and effectiveness of planning, plant operations, records, and quality of water produced. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

Workdays and Hours -Monday - Friday 8:00am - 5:00pm

  • Plans and manages water supply, treatment, and pumping
  • Assists in developing and modifying short- and long-range plans
  • Supervises and evaluates the work of plant managers and program managers, laboratory director and clerical staff.
  • Identifies and prioritizes CIP projects.
  • Writes specifications and orders materials, supplies and equipment and ensures adequate inventories are maintained.
  • Prepares and monitors budget for water production and pumping, and assists in preparing the overall water utility financial plan and budget.
  • Maintains records of plant operations, maintenance and water quality.
  • Submits reports of water production and pumping activities as required.
  • Records, investigates, corrects and reports on complaints.
  • Prepares and/or participates in preparation of reports, studies and recommendations relating to water supply, water treatment, or water pumping and storage by consultants and/or staff.
  • Prepares estimates, calculations, and forecasts.
  • Completion of work assignments will require the operation of a vehicle.

  • The City of Wichita reserves the right to assign additional responsibilities as needed.
  • Thorough knowledge of the facilities, equipment, materials, operating theories and practices of modern ground/surface water production, treatment and pumping, including aquifer recharge and storage.
  • Must have access to, and use of, a communication device, such as a phone, capable of communicating by voice, text and e-mail. Device will also have internet access. The city will pay the employee a phone allowance.
  • Thorough knowledge of the chemical, physical, and bacteriological processes involved in water treatment.
  • Considerable knowledge of current developments in the water supply, treatment and pumping field.
  • Considerable knowledge of applicable rules, regulations, and requirements.
  • Ability to prepare and present technical operating and analytical data.
  • Ability to develop and maintain effective working relationships with associates, representatives of outside agencies, and the public.
  • Ability to develop and maintain effective working relationships with associates, other employees, representatives of outside agencies, and the public.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to acquire and maintain a valid Kansas driver's license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.

Required Experience and Training

  • Graduation from a four-year college.
  • Five years of experience in water production and treatment.
  • Two years of supervisory experience in operations and maintenance of a division.
  • Ability to obtain a Kansas Class IV water Treatment certification within two years of employment
  • Must be legally authorized to work in the United States without the need of a sponsorship.

Preferred Experience and Training

  • Graduation from a four-year college with major in civil, sanitary, chemical engineering,chemistry, or microbiology.
  • Licensed Professional Engineer in the State of Kansas.
  • Current Kansas Class IV Water Treatment certification.
