Job summary

Hulcher is seeking a senior operations leader to manage derailment and environmental services across a geographic area. You will oversee Safety, Maintenance, People, and Asset Utilization while driving profitability and customer satisfaction.

The role requires five+ years of direct management experience in derailment or environmental services, strong communication skills, and the ability to travel up to 75% with on-call readiness.

Qualifications

Responsibilities

  • Take ownership of the Safety Program for each Division, including training and enforcement of rules.
  • Oversee Mechanical preventative Maintenance programs and monitor compliance.
  • Manage Staffing, Recruiting, Training, and retention across divisions.
  • Ensure asset utilization and profitability through proper staffing and resource planning.
  • Audit facility quality, customer satisfaction, and timely daily updates.
  • Respond to emergencies and support market development and bid processes.

General Summary: This senior position ensures company and customer needs and requirements are met through management of human resources, equipment and allocated financial support for an allocated geographical area.

Positions reporting to this position: Division Manager(s), Assistant Division Managers, Administrative Assistant

Duties and Responsibilities

Key responsibilities under Hulcher’s Five Cornerstones included below:

Take ownership of the Safety Program for each Division, including responsibility for:

  • Training
  • Coaching
  • Root Cause Analysis
  • Incident Investigation
  • Enforcement of Safety rules and procedures both in the shop and on jobs

Responsible for Mechanical preventative Maintenance program for each Division, including:

  • Oversight
  • Training
  • Guidance
  • Monitor Compliance

Accountability for the People Cornerstone including:

  • Staffing and Recruiting
  • Training and Cross Training
  • Ensure consistent management of people
  • Retention, including managing of time off programs including Stress Days

Responsible for Asset Utilization for each Division including:

  • Diversification
  • Awareness of and responding to Competition in your markets
  • Financial Growth and Profitability
  • Monitor utilization of every piece of equipment
  • Monitor and efficiently manager utilization of labor
  • Ensure proper staffing levels

Appraise Quality and Image of facility

  • Division being operated at an acceptable level
  • Audit worthy at all times
  • Ensure quality of product is exceptional
  • Customer Satisfaction – Solicit and gain sincere feedback
  • Responsible completion, quality and timely submission of daily updates

Additional Duties and Responsibilities and additional detailed expectations:

  • Determines goals/objectives of area and individuals assigned in order to provide customer service needs
  • Develops plans for efficient use of materials, machines, and employees and determines staff requirements for area
  • Prepares, implements and monitors proper allocation and scheduling of personnel in order to respond to customer needs on an emergency and non-emergency basis
  • Develops, implements and monitors safety measures in order to prevent accidents/injuries and trains managers on all aspects of equipment and site supervision
  • Ensures timely preventive maintenance and repair of equipment in assigned area
  • Reviews costs and modifies operations to maintain and enhance profitable operation of divisions
  • Evaluates quality of service and effectiveness of managers and divisions
  • Plans, monitors, and accepts accountability for budget
  • Responds to major derailments or emergency environmental remediation/services or non-emergency jobs in order to resolve customer concerns, analyze needs and/or sales opportunities, and assist with operations
  • Reviews operations of competing organizations and assists in job bid processing when required
  • Conducts operation analysis of assigned area in order to plan response to market/customer needs
  • Plans and assists in sales program to develop markets; assists in development of market strategy
  • Meets with customers to support marketing or operational endeavors
  • Hires, trains, and supervises, regularly evaluates performance and counsels division staff. Performance evaluation including RREs and PDPs and/or PIPs when appropriate.
  • Rewards and disciplines employees.
  • Ensures proper orientation of staff into the organization
  • Ensures training program is implemented for managers, operators and laborers within area of responsibility
  • Addresses complaints and resolves problems for employees and customers
  • Ensures administrative requirements of divisions are completed in a timely manner
  • Performs other incidental and related duties as required.

Requirements

Educational Requirements: High School Graduate

Preferred Education: bachelor’s degree or equivalent experience

Required Certification/Licensure: (All Divisions) A valid driver's license. Extensive knowledge of the State permits requirements and procedures.

Experience Requirements:

Five or more years’ direct management experience in derailment or environmental services operations

Knowledge/ Skills:

Strong ability to effectively communicate technical information to all types of people, both verbally and in writing; multitask and coordinate confusing and often conflicting priorities; strong communication, decision-making, analytical, problem solving and interpersonal skills

Physical Demands: Must be able to lift/carry materials up to 50lbs.

Travel: Subject to long, irregular hours and 24-hour on-call availability. Must be able to travel 75% of the time. Driving for extended periods. On call 24/7 unless on scheduled for time off.

Working Conditions: Indoor and external working environments. Regularly exposed to noisy, loud environment; moving mechanical parts; high, precarious places; and outside weather conditions. Some exposure to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, explosives, risk of radiation, and vibration.
