Job summary

Office of the New York City Comptroller seeks an Executive Agency Counsel within the Bureau of Law and Adjustment to oversee complex legal matters, including contract interpretation and settlement strategies. This role includes supervising attorneys, advising on administrative and litigation issues, and coordinating with the Law Department and city agencies.

The ideal candidate will have NYS Bar admission, 4+ years of supervisory experience, and strong negotiation, analytical, and communications

Qualifications

• Admitted to the New York State Bar and in good standing.
• Four years of recent full-time responsible legal experience since admission, including 18 months supervising other attorneys.
• Experience in administrative, managerial, or executive capacity handling complex legal work.

Responsibilities

• Advise and counsel the division on complex legal matters, including contract interpretation and administration, special education issues, litigation, and labor and employment law.
• Investigate, evaluate, and negotiate difficult prelitigation claims, including breach of contract and PPB rules and City contracts, and other claims with significant financial or policy consequences.
• Monitor, evaluate, negotiate, and approve settlements of lawsuits, including class actions and other significant actions.
• Attend settlement conferences in federal and state courts as required.
• Draft comprehensive yet concise memoranda recommending settlements outside delegated authority.
• Supervise division staff, assign work, review recommendations, and ensure timely handling of claims.
• Assist the Division Chief in managing the division’s functions and designing new procedures.
• Act as a point of contact with other bureaus, elected officials' staff, agency personnel, attorneys, and the public.
• Perform related assignments and special projects as required.
