Job summary

Emerson in Seattle is seeking an experienced Program Manager to align executive priorities with technical program execution across multiple teams. You will forecast milestones, drive collaboration, and shape the strategic direction for complex engineering initiatives.

You will manage risk, report on progress to leadership, and partner with internal teams to ensure on-time delivery and scalable solutions within Oracle commitments.

Job description

Partners with executive management and stakeholders to align priorities and goals using technical know-how in a fundamental engineering area or technical domain. Oversees and forecasts the scope, milestones, and objectives for each technical program, orchestrating the collaboration of teams to drive the successful delivery of each aspect of technical programs within their span of control. Oversees strategies that streamline comprehensive program plans that outline the management process for technical and considers cross-organizational scope impacting products and business. Oversees the development and execution of comprehensive risk mitigation strategies, driving alignment across multiple teams and executive leadership on these strategies. Establishes the vision and strategic direction for technical program improvement across the group, embedding best practices into organization-wide initiatives and ensuring long-term operational excellence and scalability. Leads meetings with executive-level stakeholders to align priorities, drive collaboration, and achieve technical program objectives. Guides technical programs and initiatives to improve efficiency, setting strategic direction for teams to shape these programs. Oversees the technical execution of reporting and analytics initiatives, ensuring enhancements to group-wide technical program execution. Fosters strategic relationships with internal Oracle teams as a technical liaison, ensuring a collaborative approach to achieving organizational objectives and customer success within Oracle commitments.

Minimum Job Qualifications

Education and/or Experience:

11 years of experience as a Program Manager leading large technical programs or projects, development/implementation projects or experience managing complex cross-functional programs, from conception to delivery

OR

Bachelor’s Degree in Computer Science, Information Technology, Business Administration, Software Development, Electrical/Hardware Engineering, or related field AND 7 years of experience as a Program Manager leading large technical programs or projects, development/implementation projects or experience managing complex cross-functional programs, from conception to delivery

OR

Master's Degree in Computer Science, Information Technology, Business Administration, Software Development, Electrical/Hardware Engineering, or related field AND 5 years of experience as a Program Manager leading large technical programs or projects, development/implementation projects or experience managing complex cross-functional programs, from conception to delivery

OR

Doctorate in Computer Science, Information Technology, Business Administration, Software Development, Electrical/Hardware Engineering, or related field AND 3 years of experience as a Program Manager leading large technical programs or projects, development/implementation projects or experience managing complex cross-functional programs, from conception to delivery.

Budget Experience

Cloud Services Experience

• 13 years of experience in a reputed Enterprise Cloud Services organization/experience working directly with large enterprise customers (i.e., Cerner systems, Oracle Cloud Infrastructure, cloud services, networking, SaaS products, scalable distributed backend services design with Cloud Native, and/or and systems development lifecycles).

Software Lifecycle Development Methodologies Experience

• 10 years of experience using software development lifecycle methodologies (e.g. Agile, Scaled Agile Framework [SAFe]), practices and associated tooling.

Matrixed Organization Experience

• 10 years of experience in leading cross-functional and cross-level matrixed teams to achieve project goals.

Stakeholder Facilitation Experience

• 8 years of experience in facilitating large meetings and driving consensus among diverse stakeholders.

Presentation Experience

• 8 years of experience in communicating program status, end-to-end delivery, and results to leadership.

Industry Experience

• 7 years of experience in relevant industry (e.g., cloud development, cloud operations, policy, risk, healthcare, financial, logistics, HR, regulatory compliance, or information technology [IT]).

Data Analysis Experience

• 10 years of experience in data analysis and reporting.

Project Management and Delivery Certifications

• Project management and delivery certifications, e.g., Certified Scrum Master (CSM) from Scrum Alliance, Project Management Professional (PMP) certification from the Project Management Institute (PMI), Lean Six Sigma Black Belt Certification, ITIL Information Technology Infrastructure Library.

Software Development and Implementation Experience

• 8 years of experience in software development, software development management, or software implementation consulting projects.
