The Bureau of Brooklyn Neighborhood Health, formerly known as the Brooklyn Neighborhood Health Action Centers, the Bureau of Brooklyn Neighborhood Health will continue to provide oversight and leadership in programming and planning for the Brownsville Neighborhood Health Action Center with satellite programming and planning also occurring at the Beford and Bushwick District Health Offices. This bureau will support programming, planning and research opportunities to address racial inequities resulting in premature mortality in Central Brooklyn. The Bureau of Brooklyn Neighborhood Health seeks to hire a City Research Scientist IVB. As the head of the Research and Evaluation Unit, the Director will oversee the research and evaluation activities for the Brooklyn Neighborhood Health Action Center.
Position Summary: As the head of the Research and Evaluation Unit, the Director will oversee the research and evaluation activities for the Brooklyn Neighborhood Health Action Center. This position is critical to the Bureau; and we will be at a disadvantage in the implementation of research and evaluation not only in Brooklyn, but with other Action Centers and the overall Agency. The CRS IVB is also critical in helping to publish articles, reports and other public health manuscripts that elevates the Agency's work.
Job Duties And Responsibilities
Direct, manage and monitor all aspects of R&E in the Bureau and its Action Center and serve as the Bureau's data lead in emergency responses.
Hire and supervise research and evaluation analyst, including interns, assigning work to ensure R&E support for all Bureau programmatic activities.
- Contribute to the development of goals, strategic planning, and implementation of strategies to ensure BBNH is aligned with Division and Agency priorities.
Provide epidemiologic situational guidance and understanding related to BBNH catchment area to BBNH Assistant Commissioner and Directors.
Provide oversight and assistance in the design and conduct of research and evaluation projects including the development of research instruments, materials and protocols and the conduct of assessments and program evaluation to guide Bureau activities for improved effectiveness.
Utilize research and evaluation findings to inform program development and prepare policy and programmatic recommendations informed by research findings; produce analytic reports on findings including Neighborhood Health Reports and peer-reviewed manuscripts.
Provide technical assistance to community partners on research, data epidemiologic information, and program evaluation to assist in the development of initiatives in North/Central Brooklyn.
Represent DOHMH at meetings and conferences, present data to community partners and other agencies and participate on advisory boards and steering committees related to research as a representative for the BBNH.

Minimum Qualifications
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
