Job summary

A major utility service provider in the United States seeks a Senior, Developer Services Specialist to manage and oversee developer-funded water and wastewater system construction projects. This role involves coordinating with various stakeholders, ensuring compliance with regulations, and supervising the estimation and funding processes. The ideal candidate will have a Bachelor’s degree in Engineering and at least 4 years of relevant experience in the utility sector. Strong communication and leadership skills are essential.

Qualifications

Job Title: Senior, Developer Services Specialist

Posting Start Date: 2/25/26

Primary Role

The Senior, Developer Services Specialist is responsible for supervising, coordinating and administering developer‑funded new water and wastewater system construction programs.

Key Accountabilities
  • Review and approve new development requests to determine if the proposed system can be adequately served by our existing infrastructure to meet company and regulatory standards, or if improvements are required to extend service.
  • Interface with developers, developer engineers/contractors, company engineers and operations associates and state/local regulatory bodies to ensure American Water processes and standards are followed and the installation of new water and wastewater projects are completed efficiently.
  • Administer the cost estimation, funding and refund processes of developer-installed and company-installed water and wastewater construction program for new developments.
  • Coordinate with key American Water functional stakeholders, including operations, finance, and customer teams.
  • Ensure inspection during construction and that as‑built information is recorded and tracked properly.
  • Oversee the turnover process to the local operations team.
  • Implement and foster the coaching and development of employees, including idea generation, within respective functional areas.
  • Supports manager to ensure effective people management policies and practices are developed and implemented (e.g., time and attendance, workforce management, etc.) and ensure resources are developed and deployed appropriately.
Knowledge/Skills
  • Knowledge of engineering principles related to water and wastewater system design and operations.
  • Knowledge in utility construction or land development.
  • Strong verbal and written communication skills (e.g., report writing, listening, and presentation).
  • Strong interpersonal skills (e.g., tact/diplomacy, persuasion, team building, cooperation, leadership, ability to motivate others).
  • Leadership presence (e.g., ability to deal effectively and maintain collaborative relationships with Company senior management and other key internal and external stakeholders).
  • Computer literacy.
  • Competent in the use of work processing, spreadsheet, flow‑charting.
  • Financial analysis skills, including budget management and basic accounting knowledge.
  • Ability to work independently on complex projects of large scope.
  • Strong quantitative and analytical skills; attention to detail.
Experience/Education
  • Bachelor’s degree in Engineering, Construction Management, Business Administration, or related field. Relevant work‑related experience in lieu of degree may be considered.
  • 4+ years’ experience with a bachelor’s degree or 10+ years’ experience without a bachelor’s degree in utility or land development or construction.
  • Experience in the water/wastewater field preferred.
Certifications/Licenses
  • Valid Driver’s License
Work Environment
  • Standard indoor office environment.
  • While performing the duties of this job, occasionally works in construction environments, near moving mechanical parts and in outside weather conditions and could include a work environment where possible exposure to physical hazards, weather extremes, wet and/or humid conditions and chemicals exist.
  • The ability to wear appropriate personal protective equipment is required.
