The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. This position provides professional knowledge and skills in database administration. This includes the support of relational database management systems (RDBMS) such as Oracle Enterprise Server and PostgreSQL. This support includes: monitoring the day‑to‑day operations of RDBMS, patching and upgrading RDBMS and future planning for RDBMS implementations and changes. This position promotes appropriate data base management standards, best practices, procedures and guidelines for database management within the division.

Data base administrator (DBA) duties performed by this position are typically more complex and of a larger scope than those lead by less experienced DBAs. The DBA at this level requires minimal direction, coaching and mentoring when leading database administration tasks.

The Level 4 DBA is an expert and performs complex database administration tasks. They work with business representatives, development staff and IT operations staff. The Level 4 DBA works with development team members by guiding, consulting and collaborating on the development, testing, deployment and adoption of solutions. They act as a consultant for all RDBMS needs concerning system changes and coordinate implementation planning and releases.

This position requires an employee to work onsite at 625 Robert St. N., St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available.

Telework eligibility depends on residence:

• Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
• Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
• Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Position requires a minimum of four (4) years of IT related experience in database administration, including administration, maintenance, performance tuning, security, and backup and recovery.

• Experience administering enterprise relational database management systems (RDBMS), including Oracle and/or PostgreSQL.
• Experience performing database performance tuning and capacity management.
• Professional experience implementing and maintaining database security, backup, restore, and disaster recovery processes.
• Professional experience administering or supporting cloud-based database environments, including at least one major cloud platform such as AWS.
• Professional experience serving as a senior or lead database administrator on technology projects, including developing database work plans, and collaborating with application developers and business stakeholders.
• Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
• Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.

Preferred Qualifications

• Experience with REDSHIFT and Dynamo DB.
• Exposure to other Database types such as Document Stores, DataLakes, Vector Databases, and Time Series.
• Experience administering or supporting cloud‑based database environments.
• Experience with database architecture, data modeling, complex SQL/PL‑SQL development.
• Experience serving as a senior or lead DBA on complex technology projects.
