National Opinion Research Center - NORC is seeking a Senior Data Scientist II to lead a secure health data access and record linkage program supporting NIH-funded researchers. You will coordinate cross-contractor activities, oversee data provisioning, and ensure compliance, security, and reporting across CMS and other federal datasets.

The role combines program leadership with analytics expertise, overseeing data scientists, and collaborating with sponsors and contractors in a multi-cloud

Qualifications

• Bachelor's degree or higher required in a relevant field.
• At least 9 years of experience in positions of increasing responsibility with large datasets and statistical modeling.
• Experience managing teams of statisticians, data scientists, and subject matter experts.
• Experience with cloud-based environments and data governance processes.
• Proficiency with SAS, SQL, R, and/or Python; knowledge of data integration and privacy-preserving techniques.

Responsibilities

• Lead day-to-day management of a secure health data access and management program.
• Serve as liaison with client, external partners and providers; manage cross-contractor dependencies.
• Provide technical and programmatic oversight of data and technology environments.
• Coordinate delivery of record linkage services across contractors and stakeholders.
• Ensure compliance with federal data security and governance requirements.
• Prepare and deliver presentations for federal sponsors and leadership.
• Engage in business development activities including proposals.
