Celestar Corporation is seeking a Senior Data Engineer to support the Defense Intelligence Agency (DIA) under the Object Based Intelligence and Quality Assurance (OBIQUA) task order. The primary location will be at DIA facilities across the National Capital Region (NCR).

Anticipated award: December 2025 / January 2026

Anticipated start: February / March 2026

Period of performance: 1 base year + 3 option years

Location: DIA Facilities across NCR

Clearance requirement: Active TS/SCI with current CI Poly

Responsibilities

• Design, implement, and operate data management systems for intelligence needs.
• Develop data architectures, structures, and systems in collaboration with data users.
• Optimize data throughput and query performance.
• Select and configure backend database technologies (SQL, NoSQL, HPC, etc.) and optimize data pipelines.
• Manage complex projects involving new information systems.
• Develop and maintain ETL pipelines using tools like Apache NiFi.
• Implement secure data access via GraphQL APIs.
• Design and maintain scalable relational and non-relational databases (e.g., PostgreSQL).
• Conduct system analysis, testing, and operational readiness activities.
• Develop disaster recovery plans and evaluate emerging data technologies.
• Design, develop, and implement unstructured data management solutions and web services.
• Interface with vendors and users to resolve issues and plan updates.
• Prepare briefings for senior management.
