New York City Office of Technology & Innovation (OTI) Cyber Command seeks an Incident Commander to lead high‑impact cyber security incidents in a 24x7 operation. You will coordinate multi‑agency responses, supervise SOC staff, and drive playbooks, exercises, and continuous improvements in incident response.

You bring 7+ years in information security incident handling, strong leadership, and in-depth knowledge of NIST frameworks.

Qualifikationen

• Bachelor's degree with 24 credits in voice/data telecommunications or related field and 4 years of relevant duties; 18 months in executive/managerial capacity.
• Associate degree with 12 credits in telecom/data and 5 years of experience as described.
• Education/experience equivalent to (1), plus at least a 4-year high school diploma and 18 months executive/managerial experience.

Aufgaben

• Lead significant, high-impact cyber security incidents in a 24x7 tempo, including prioritization and cross-agency coordination.
• Serve in an on-call Incident Commander capacity, providing after-hours leadership and executive communication.
• Guide rapid decision-making during incidents affecting critical infrastructure and city services.
• Provide strategic guidance on tools, visibility, staffing, and capability gaps in the SOC.
• Act as liaison between SOC, agency business, legal, and executive teams throughout incident lifecycles.
• Coordinate efforts among SOC analysts, incident responders, threat intel, forensics, legal, and communications.
• Deliver timely briefings to executive leadership and agency heads during incidents.
• Lead After-Action Reports and translate findings into improvements across people, process, and technology.
• Test and update incident response plans and playbooks to address evolving threats.
• Build and maintain relationships across city technology, security, legal, privacy, communications, and operations teams.
• Participate in strategic initiatives related to cyber resilience and incident response maturity.
• Handle special projects as assigned.
