Job summary

KIBO Laboratories LLC is seeking a Customs & Valuation Subject-Matter Expert to lead modern customs practice and ensure alignment with WCO and WTO norms. You will advise on valuation, classification, origin, and risk management, and help design training for customs officials.

In this role, you’ll coordinate with related programs and ensure outputs are technically sound and defensible, while supporting Haiti-related modernization efforts and global best practices.

Qualifications

• 10+ years of experience in customs administration, modernization, trade facilitation, valuation, classification, or related advisory work.
• Deep knowledge of Customs Valuation, HS classification, and origin.
• Ability to translate complex concepts into practical guidance for analysts and officials.

Responsibilities

• Serve as the authority on modern customs procedure and international best practice.
• Advise on declaration processing, clearance, controls and trade facilitation.
• Own price-verification methodology under WTO framework and ensure defensible outputs.
• Advise on tariff classification and origin in relation to risk and valuation.
• Guide risk-rule design and alignment with customs administration workflows.
• Map and coordinate with other customs modernization activities and programs.
• Design and help deliver training for customs officials on procedures and best practice.
• Provide advisory posture while recognizing final decisions rest with the administration.
