Job summary

Simon Group, LLC is seeking a Senior Counterintelligence Instructor to develop and deliver advanced CI planning training in the Washington, DC metro area. You will lead scenario-based exercises, discuss CI doctrine and risk mitigation, and provide actionable feedback to students.

The role involves ongoing curriculum design, updates, and coordinating with government stakeholders to align with regulatory guidance.

Qualifications

  • Developing and delivering formal CI training programs.
  • Writing CI plans, strategies, or assessments.
  • Demonstrated experience in training design and interagency environments.

Responsibilities

  • Deliver advanced-level CI Planner Course in residence.
  • Facilitate scenario-based training including red/blue team exercises.
  • Lead discussions on CI doctrine, strategy, and risk mitigation.
  • Evaluate student performance and provide actionable feedback.
  • Design, develop, and maintain course materials (lesson plans, guides, workbooks).
  • Ensure alignment with ODNI/NCSC guidance, ICDs, and DoD policies.
  • Support curriculum reviews, evaluations, and accreditation processes.

About The Role

The Senior Counterintelligence (CI) Instructor serves as a senior instructor responsible for the development, delivery, and continuous improvement of advanced CI planning training programs.

What You’ll Get To Do
Instruction & Training Delivery
  • Deliver advanced-level resident CI Planner Course.
  • Facilitate interactive, scenario-based training exercises, including case studies, red/blue team exercises, and threat simulations.
  • Lead discussions on CI doctrine, strategy, operations, and risk mitigation.
  • Evaluate student performance and provide actionable feedback on CI planning methodologies.
Course Development & Curriculum Design
Design, Develop, And Maintain course Materials Including:
  • Lesson plans
  • Instructor guides
  • Student workbooks
  • Practical exercises and assessments
  • Ensure alignment with:
    • ODNI/NCSC guidance
    • Intelligence Community Directives (ICDs)
    • DoD and interagency CI policies and frameworks
  • Incorporate current threat intelligence (nation-state, insider threat, cyber-enabled CI risks).
Program Support & Continuous Improvement
  • Support periodic curriculum reviews and updates based on evolving threats and customer feedback.
  • Support the development of training evaluation metrics and after-action reports.
  • Collaborate with government stakeholders to refine course objectives and outcomes.
  • Support course accreditation and compliance requirements (e.g., adult learning standards, federal training frameworks).

Qualifications
You’ll Bring These Qualifications
Education
  • Bachelor’s degree in related field (Master’s preferred)
Experience

10–12+ years of experience conducting and/or oversighting controlled CI activities (investigations, operations, collection) within the U.S. Intelligence Community or other federal agency environment. Must be a credentialed CI Special Agent.

Demonstrated Experience In
  • Developing and delivering formal training programs
  • Writing CI plans, strategies, or assessments
  • Supporting interagency or joint operational environments
