Job summary

Simon Group, LLC is seeking an Expert Counterintelligence Instructor & Course Developer to design, deliver, and continuously improve advanced CI training programs for government and interagency environments.

The role requires 15+ years in CI activities, credentialed CI Special Agent status, and proven ability to create scenario-based instruction, evaluations, and accreditation-compliant curricula.

Qualifications

  • Bachelor's degree in related field; Master's degree preferred.
  • 15+ years of experience conducting/overseeing controlled CI activities within the U.S. Intelligence Community or equivalent.
  • Credentialed CI Special Agent status required.
  • Proven ability to develop and deliver formal CI training programs.

Responsibilities

  • Deliver advanced-level resident CI Planner Course and related training.
  • Facilitate scenario-based exercises including red/blue team activities and threat simulations.
  • Lead discussions on CI doctrine, strategy, operations, and risk mitigation.
  • Develop lesson plans, instructor guides, student workbooks, and practical assessments.
  • Ensure curricula align with federal guidance and interagency policies.

Expert Counterintelligence Instructor & Course Developer

About The Role

The Expert Counterintelligence (CI) Instructor & Course Developer serves as a senior subject matter expert (SME) responsible for the design, development, delivery, and continuous improvement of advanced CI planning training programs.

What You'll Get To Do
Instruction & Training Delivery
  • Deliver advanced-level resident CI Planner Course.
  • Facilitate interactive, scenario-based training exercises, including case studies, red/blue team exercises, and threat simulations.
  • Lead discussions on CI doctrine, strategy, operations, and risk mitigation.
  • Evaluate student performance and provide actionable feedback on CI planning methodologies.
Course Development & Curriculum Design
  • Lesson plans
  • Instructor guides
  • Student workbooks
  • Practical exercises and assessments
  • Ensure alignment with:
    • ODNI/NCSC guidance
    • Intelligence Community Directives (ICDs)
    • DoD and interagency CI policies and frameworks
  • Incorporate current threat intelligence (nation-state, insider threat, cyber-enabled CI risks).
Program Support & Continuous Improvement
  • Conduct periodic curriculum reviews and updates based on evolving threats and customer feedback.
  • Develop training evaluation metrics and after-action reports.
  • Collaborate with government stakeholders to refine course objectives and outcomes.
  • Support course accreditation and compliance requirements (e.g., adult learning standards, federal training frameworks).

Qualifications
Education
  • Bachelor's degree in related field (Master's preferred)
Experience

15+ years of experience conducting and/or oversighting controlled CI activities (investigations, operations, collection) within the U.S. Intelligence Community or other federal agency environment. Must be a credentialed CI Special Agent.

Demonstrated Experience In
  • Developing and delivering formal training programs
  • Writing CI plans, strategies, or assessments
  • Supporting interagency or joint operational environments
