Job summary

The NYS Executive Chamber seeks a highly skilled attorney to serve as Special Counsel for Federal Affairs in Washington, DC. You will advise on federal policy, funding, and regulatory issues, guiding state agencies and Chamber stakeholders with strategic legal counsel.

Ideal candidates bring extensive experience in federal processes, strong writing and communication abilities, and proven leadership in fast-paced environments. Travel to NY and Albany offices may be required.

Qualifications

• Juris Doctorate from an accredited law school and bar in NY or DC.
• Minimum 8 years of relevant legal experience.
• Experience with federal legislative process and regulatory policy.
• Leadership experience in federal government or related setting preferred.
• Strong written and verbal communication skills; detail oriented.

Responsibilities

• Serve as a legal subject matter expert on federal legislative process and federal funding laws across agencies.
• Act as liaison to state agencies on federal policy issues, including legislation and regulations.
• Provide strategic counsel to mitigate risk and ensure integrity in federal funds.
• Direct and supervise policy and legal work of staff in the Governor’s Office of Federal Affairs.
• Advise on litigation strategies with agency counsel and outside counsel.
• Report and present information to Governor, senior staff, and stakeholders.
• Develop relationships with executive staff, agencies, and external partners.
• Conduct legal research and draft memoranda as needed.
