Job summary

The NYS Executive Chamber seeks an experienced attorney to serve as Assistant Counsel for Federal Affairs in Washington, DC. You will advise state agencies and Chamber stakeholders on federal policy, funding, and regulatory issues.

Requires a JD, active bar, and at least five years of relevant experience, with strong leadership and communication skills to operate in a fast-paced environment. Travel to NYC and Albany may be required.

Qualifications

• Juris Doctorate and active bar in NYS or DC or another state allowing practice in DC.
• Minimum of 5 years of progressively responsible legal work experience.

Responsibilities

• Serve as legal SME on federal legislative process and funding laws across agencies.
• Act as liaison to State agencies on federal policy issues including legislation and regs.
• Provide strategic counsel to proactively identify and mitigate risk with federal funding.
• Direct and supervise policy and legal work of Governor’s Office of Federal Affairs staff.
• Advise agency counsels and outside counsel on litigation/pre-litigation strategies.
• Summarize and present information to Governor, senior staff, and stakeholders.
• Provide legal counsel on federal/state legislation, rulemaking, and operations.
• Develop and maintain relationships with executives, agency general counsels, and partners.
• Conduct legal research and draft memoranda as requested.
• Perform other duties as assigned by Counsel or Deputy Counsels.
