Senior Cost Manager / Quantity Surveyor - Manufacturing Construction

Turner & Townsend are looking for an experienced Senior Cost Manager and/or Quantity Surveyor to act as the key, day-to-day client interface, ensuring that client objectives are met through the delivery of a value-added cost management service.

To be successful in this role, you must have excellent communication skills and be comfortable operating in a client-facing role. The ideal candidate will be self-motivated, driven and able to work independently as well as part of a team. In this significant position, you will be responsible for providing leadership and direction, embedding, and promoting the purpose, values, and vision of Turner & Townsend.

Responsibilities include:

  1. Estimating and negotiating change orders throughout the construction lifecycle.
  2. Providing estimate and cost planning, including producing and presenting the final cost plan.
  3. Reviewing and participating with the design services team and general contractor in the development of the cost estimates.
  4. Reconciling changes and assisting the general contractor to ensure data accuracy.
  5. Communicating or meeting with general contractor and owner project manager to gather status information for cost estimate updates.
  6. Preparing written comments to the general contractor’s submissions, including the executive summary.
  7. Coordinating all sources of cost information for discussions and suppliers, including NPA, subs, quantities from A/Es.
  8. Informing and driving engineering priorities based on cost impact.
  9. Working proactively with minimal supervision to resolve scheduling issues.
  10. Managing cost checks and carrying out valuations on larger projects, ensuring timely and accurate processes.
  11. Participating effectively in post-contract cost variances and change control processes.
  12. Managing cost impact, contingency management, and commitment tracking logs.
  13. Preparing funding data presentations and coordinating value engineering sessions with stakeholders.
  14. Developing cost plans and estimates through the design phase, delivering updates at design milestones.
  15. Providing commercial input into design optioneering and value engineering exercises.
  16. Reviewing contractor and subcontractor pricing and leading negotiations to ensure fair contract prices.
  17. Performing quantity surveying, cost controls, and change management activities throughout the project lifecycle.
  18. Ensuring effective management of post-contract cost variances and change control processes.
  19. Ensuring robust cost auditing and valuation work, with a process for cost validation.
  20. Producing monthly cost reports for client presentation.
  21. Negotiating and finalizing final accounts promptly.
  22. Compiling as-built cost estimate records for benchmarking.
  23. Identifying, coaching, and mentoring talent to realize potential and celebrate successes.
  24. Exhibiting leadership and service excellence in line with company standards.
  25. Utilizing internal software for financial management, tracking margins, and forecasts.
  26. Implementing and maintaining internal Business Management Systems and delivery methodologies to ensure best practice.
  27. Driving a one-business culture that balances the needs of people, clients, stakeholders, and society.
  28. Adhering to SOX controls where applicable.

Minimum qualifications:

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field.
  • Minimum 5-7 years of relevant experience in a cost management role within construction.
  • RICS accreditation or working towards it preferred.
  • Experience managing costs on medium to large, complex construction projects.
  • Strong knowledge of construction industry technical matters, procurement routes, value management, and engineering.
