Job summary

The Department of Housing Preservation and Development (HPD) seeks a Senior Cost Estimator to support the Division of Building and Land Development Services. You will prepare cost estimates for multi-family residential projects, using RS Means, for new construction and preservation work in NYC.

The ideal candidate has extensive experience in cost estimating, strong knowledge of NYC building codes, and the ability to review drawings, analyze specifications, and produce accurate budgets under

Qualifications

• Eight years of full-time construction estimating experience or equivalent education/experience.
• Strong knowledge of NYC housing regulations and building codes.
• Experience reading drawings and preparing cost estimates for multi-family housing.

Responsibilities

• Prepare cost estimates from construction drawings using RS Means for multi-family projects.
• Review estimates and change orders prepared by external consultants for accuracy.
• Perform value engineering to identify cost savings and develop base costs.
• Review bid proposals and prepare recommendations.
• Assist with change orders and participate in related meetings with HPD staff and partners.
• Analyze construction documents, scopes of work, and specifications.
• Maintain a historical cost database to support budgeting and estimation.
