Job summary

Odyssey Systems Consulting Group, Ltd. seeks a Senior Cost Estimator to support F-15 programs at Wright Patterson AFB, OH. The role requires DoD experience and strong analytical skills in parametric and analogy-based estimating.

Responsibilities include data‑driven cost analysis, use of ACET Tools, TruePlanning, and Crystal Ball, and providing cost estimates for budgets, proposals, and milestones. Onsite at Wright Patterson AFB, Dayton, OH.

Qualifications

• Master/PhD in a related field; 10+ yrs DoD experience preferred.
• Bachelor in a related field with 12+ yrs DoD experience; 5 yrs DoD minimum.
• 15 yrs related experience with 8 yrs DoD experience.

Responsibilities

• Support development of cost estimates across all phases of F-15 programs using analogy, grassroots, and parametric estimating.
• Use cost estimating tools such as ACET Tools, TruePlanning, COCOMO, Crystal Ball, AFTOC, REMIS.
• Conduct data research and analysis to produce realistic cost estimates for budgets, source selections, modifications, and quick-turn assessments.
• Verify accuracy of data inputs in cost estimating systems and maintain integrity of financial databases, including reconciliation of inputs.
• Develop production and modification cost estimates for POE, FYDP, President's Budget, and budget submissions.
• Support should-cost/will-cost analyses and evaluate impact of budgets on program estimates.
• Develop cost estimates for proposals, ECPs, CCPs, ACSNs, and RTOC; ensure reasonableness of contractor proposals.
• Formulate program definitions required for cost estimates, including acquisition strategies, WBSs, assumptions, constraints, and ground rules.
• Research historical costs to support cost models and analyze contractor EVM data as needed.
• Communicate potential cost issues to the Government for acquisition planning and decision-making.

Odyssey has an exciting opportunity for a Senior Cost Estimator to support the F‑15 , at Wright Patterson AFB, OH.

Responsibilities

Duties include, but not limited to:

• Support development of cost estimates across all phases of F‑15 aircraft acquisition programs, using analogy, grassroots, and parametric estimating techniques.
• Use cost estimating tools such as Automated Cost Estimating Integrated Tools, PRICE TruePlanning, Constructive Cost Model, Crystal Ball, AFTOC, and REMIS.
• Conduct data research, collection, and analysis to produce realistic cost estimates for budgets, source selections, modifications, and "what‑if" quick‑turn assessments.
• Verify accuracy of data inputs in cost estimating systems and assist in maintaining integrity of financial databases, including reconciliation of estimate inputs.
• Develop production and modification cost estimates for Program Objective Memorandum, FYDP, President's Budget, and budget estimate submissions.
• Support should‑cost/will‑cost analyses and evaluate the impact of budgets on program cost estimates.
• Develop cost estimates and analysis for proposals, ECPs, CCPs, ACSNs, and RTOC efforts, ensuring reasonableness of contractor cost proposals.
• Formulate program definitions required for cost estimates, including acquisition strategies, WBSs, assumptions, constraints, and ground rules.
• Research historical costs to support cost models and databases and analyze contractor EVM data as needed.
• Communicate potential cost issues and concerns to the Government for consideration in acquisition planning and decision‑making.

Qualifications

Minimum Required Qualifications

Citizenship: Must be a US citizen

Clearance: Secret

Education/Years of Experience:

• Master's or Doctorate Degree in a related field and 10 years of experience being performed, 5 years of which must be in the DoD.
• OR bachelor's degree in a related field and 12 years of experience being performed, 5 of which must be in the DoD.
• OR, 15 years of directly related experience, 8 of which must be in the DoD.

Technical Skills

Expertise in applying regression analysis, confidence intervals, learning curves, parametric models, analogy-based methods, and grassroots estimating techniques to produce defensible cost estimates.

Ability to construct, interpret, and apply WBS/CES frameworks in support of Program Office Estimates (POEs), Independent Government Cost Estimates (IGCEs), and milestone reviews.

Hands‑on experience with Automated Cost Estimating Integrated Tools, TruePlanning parametric modeling, COCOMO, Oracle Crystal Ball, and other acquisition‑related financial databases.

Deep understanding of FAR/DFARS, DoD FMR 7000.14‑R, DAFI/DAFMAN guidance, AFLCMC Standard Cost Process, and MIL‑STD‑881D to ensure compliant cost analysis and documentation.

Capability to conduct full life‑cycle cost assessments, CAIV analyses, RTOC studies, "should/will cost" analysis, what‑if scenarios, price reasonableness evaluations, and risk‑based cost assessments.
