Job summary

Odyssey is seeking a Senior Cost Estimator to support F-15 programs at Wright Patterson AFB, OH. The role requires US citizenship and an active secret clearance. You will develop and validate cost estimates across the program lifecycle and coordinate with program offices to ensure cost realism.

Responsibilities include data research, model development, and reliance on established estimation tools and databases. This position emphasizes compliance with FAR/DFARS and DoD cost processes.

Qualifications

• Master’s or Doctorate in a related field with 10 years of experience, 5 in DoD, or a Bachelor’s with 12 years, 5 in DoD.
• Experience applying regression analysis, confidence intervals, learning curves, and parametric/grassroots estimating.
• Hands-on with CAIV, RTOC studies, and relevant cost databases.

Responsibilities

• Support cost estimates across all phases of F-15 aircraft programs using analogy, grassroots, and parametric methods.
• Use cost estimating tools such as ACET, PRICE TruePlanning, COCOMO, Crystal Ball, AFTOC, REMIS.
• Research data and analyze to produce realistic estimates for budgets, source selections, and what-if assessments.
• Ensure data inputs in estimating systems are accurate and maintain financial database integrity.
• Develop cost estimates for POM, FYDP, President’s Budget, and submissions.
• Support should-cost/will-cost analyses and evaluate budget impact on estimates.
• Produce estimates for proposals, ECPs, CCPs, ACSNs, and RTOC proposals, verifying contractor cost reasonableness.
• Formulate program definitions for estimates: acquisition strategies, WBSs, assumptions, constraints, ground rules.
• Research historical costs to support models and analyze contractor EVM data as needed.
• Communicate potential cost issues to Government for acquisition planning.

• Conduct data research, collection, and analysis to produce realistic cost estimates for budgets, source selections, modifications, and “what‑if” quick-turn assessments.
• Verify accuracy of data inputs in cost estimating systems and assist in maintaining integrity of financial databases, including reconciliation of estimate inputs.
• Develop production and modification cost estimates for Program Objective Memorandum, FYDP, President’s Budget, and budget estimate submissions.
• Support should‑cost/will‑cost analyses and evaluate the impact of budgets on program cost estimates.

Education/Years Of Experience

• Master’s or Doctorate Degree in a related field and 10 years of experience being performed, 5 years of which must be in the DoD.
• OR bachelor’s degree in a related field and 12 years of experience being performed, 5 of which must be in the DoD.
• OR, 15 years of directly related experience, 8 of which must be in the DoD.

Technical Skills

• Expertise in applying regression analysis, confidence intervals, learning curves, parametric models, analogy‑based methods, and grassroots estimating techniques to produce defensible cost estimates.
• Ability to construct, interpret, and apply WBS/CES frameworks in support of Program Office Estimates (POEs), Independent Government Cost Estimates (IGCEs), and milestone reviews.
• Hands‑on experience with Automated Cost Estimating Integrated Tools, TruePlanning parametric modeling, COCOMO, Oracle Crystal Ball, and other acquisition‑related financial databases.
• Deep understanding of FAR/DFARS, DoD FMR 7000.14‑R, DAFI/DAFMAN guidance, AFLCMC Standard Cost Process, and MIL‑STD‑881D to ensure compliant cost analysis and documentation.
• Capability to conduct full life‑cycle cost assessments, CAIV analyses, RTOC studies, “should/will cost” analysis, what‑if scenarios, price reasonableness evaluations, and risk‑based cost assessments.
