Job summary

Pacifico Energy seeks a Senior Contracts & Procurement Manager to lead sourcing, tendering, and contracting for engineering services and long-lead equipment on data center power projects. You will manage end-to-end procurement, administ er purchase orders, and drive efficiency across project controls, legal, and accounting.

You will develop procurement strategies, evaluate suppliers, and ensure competitive costs while maintaining quality and compliance in a fast-paced EPC environment.

Qualifications

  • 10+ years of experience in procurement, contracts, or supply chain in power generation, EPC, or related industries.
  • Proven ownership of competitive tenders for engineering services, materials, and contractor packages from scope through award.
  • Strong understanding of EPC procurement processes, contract management, and commercial negotiation.
  • Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, or related field.
  • Advanced proficiency in Excel and SharePoint; ERP experience (SAP, Oracle, Procore, or Sage); MS Project is a plus.
  • Excellent communication, analytical, and coordination skills in a fast-paced, project-driven environment.
  • Strategic sourcing and commercial acumen with a bias toward competition.
  • Strong organizational, tracking, and multitasking abilities; ability to manage multiple projects concurrently.

Responsibilities

  • Lead end-to-end sourcing and tendering activities from RFP/RFQ through award and contract finalization.
  • Evaluate suppliers and contractors on technical and commercial merit and prepare bid comparison matrices.
  • Drive competition to obtain best costs and conditions; ensure compliance with procurement policies.

The role:

The Senior Contracts & Procurement Manager will lead the contracting and procurement of engineering services, long-lead equipment, and contractor packages across Pacifico's power generation projects serving data center facilities. This is a capital-projects role in an EPC environment: you will run competitive tenders from specification through award, then administer the resulting contracts and purchase orders through project execution.

The role bridges strategic sourcing and hands-on execution, ensuring equipment and services are procured on schedule and at competitive cost while maintaining quality standards, contractual compliance, and alignment with project priorities. You will work closely with Project Controls, Engineering, Construction, Legal, and Accounting to deliver value, efficiency, and reliability across the procurement lifecycle.

Sourcing and Tendering
  • Manage the end-to-end RFP/RFQ process: drafting bid packages, distributing documents, managing bidder inquiries, and collecting and leveling bids.

  • Identify, prequalify, and evaluate suppliers and contractors on both technical and commercial merit.

  • Develop bid comparison matrices and vendor evaluation summaries that support clear, defensible award recommendations.

  • Drive competition between multiple qualified and vetted suppliers to secure the best available costs and conditions.

  • Conduct market and vendor research to assess cost, capability, and lead times, and identify qualified new suppliers.

  • Ensure sourcing activities adhere to corporate procurement policies, quality standards, and ethical practices.

Contract Management
  • Lead contract preparation, negotiation, and finalization in coordination with Pacifico's Legal team and vendors, ensuring clear terms, scopes, and deliverables.

  • Administer purchase orders, service agreements, and amendments alongside Project Controls and Legal.

  • Track contract progress, review cycles, and approvals, maintaining visibility across stakeholders.

  • Maintain organized, audit-ready contract records, correspondence, and executed documents within SharePoint.

Procurement Planning and Coordination
  • Develop and execute procurement strategies aligned with project schedules, budgets, and milestones.

  • Work with Engineering, Construction, and Project Management to define specifications, scopes of work, and vendor requirements.

  • Partner with Project Controls to build procurement schedules, bid trackers, and material delivery dashboards.

  • Implement supply chain strategies that support business objectives and project execution priorities.

Cost and Risk Management
  • Maintain visibility on equipment and material lead times and proactively communicate potential schedule impacts.

  • Collect and preserve market data from quotations, market soundings, and studies to support cost estimating and lead-time tracking.

  • Conduct cost analysis and benchmarking for materials and services to validate competitive pricing and create value.

  • Identify procurement and supply chain risks and propose mitigation strategies that protect project timelines.

  • Monitor procurement KPIs, realized cost savings, and delivery performance to support continuous improvement.

Stakeholder and Supplier Relationship Management
  • Serve as the key liaison between internal teams (Engineering, Construction, Accounting, Project Controls) and external vendors.

  • Coordinate supplier communications to ensure timely responses, document submissions, and clarity on expectations.

  • Build and sustain strong supplier relationships that foster collaboration and innovation.

  • Support supplier onboarding by collecting W-9, EFT, NDA, and insurance documentation and routing to Accounting.

  • Lead vendor performance reviews and lessons-learned sessions, and act on what they surface.

Strategic Value and Continuous Improvement
  • Contribute to sourcing and contracting strategies that enhance agility, value, and resilience across the supply chain.

  • Track and maintain visibility into sourcing pipelines, material deliveries, and procurement milestones.

  • Support the implementation of digital tools and processes for improved procurement efficiency and transparency.

  • Promote inclusive and sustainable procurement practices, engaging diverse and community-based suppliers where possible.


  • 10+ years of experience in procurement, contracts, or supply chain within power generation, renewable energy, construction, EPC, or oil & gas.

  • Demonstrated ownership of competitive tenders for engineering services, materials, and contractor packages — from scope definition through award.

  • Strong understanding of EPC procurement processes, contract management, and commercial negotiation.

  • Bachelor's degree in Supply Chain Management, Engineering, Business Administration, or a related field.

  • Advanced proficiency in Microsoft Excel and SharePoint, with experience in an ERP system (e.g., SAP, Oracle, Procore, or Sage); familiarity with Microsoft Project is a plus.

  • Excellent communication, analytical, and coordination skills, with the ability to work in a fast-paced, project-driven environment.

  • Strategic sourcing and commercial acumen, with a bias toward creating competition.

  • Strong organizational, tracking, and multitasking skills, and the discipline to run several projects concurrently.

  • Occasional travel may be required to supplier locations or project sites.
