Job summary

International SOS in San Antonio,Texas is seeking a Senior Contracts Manager to lead the full lifecycle of complex U.S. federal healthcare contracts and provide strategic direction to the contracts function. Qualifications

  • Minimum 8 years in progressive contract management.

Responsibilities

  • Lead all phases of the contract lifecycle including negotiation and closeout.
  • Supervise and mentor contracts staff; support succession planning.
  • Set priorities and ensure timely, high-quality deliverables.
  • Ensure compliance with FAR/DFARS and healthcare regulations (PHI/PII).
  • Draft and negotiate MSAs, Task Orders, NDAs, and subcontracts.
  • Collaborate with internal stakeholders to align strategy with goals.
  • Provide guidance on contractual risk to leadership.
  • Improve contract management processes and reporting.
  • Maintain accurate contract records and support audits.
  • Support business development with contract strategy for opportunities.
  • Lead audits and government inquiries preparation.
  • Monitor regulatory changes and communicate impacts.

Overall Purpose Of The Job (Brief description of the primary purpose of this position)

The Senior Contracts Manager is responsible for leading the full lifecycle management of complex U.S. federal healthcare services contracts while providing strategic oversight and direction to the contracts function. This role ensures compliance with federal regulations, mitigates risk, and aligns contract strategy with business objectives.

In addition to hands-on contract execution, the role provides leadership and mentorship to contracts staff, drives process improvements, and supports organisational growth by strengthening contract management capabilities across the business.

Key Responsibilities (Critical responsibilities and skills of this position, listed in order of importance)
  • Lead and oversee all phases of the contract lifecycle, including negotiation, award, administration, compliance, modification, and closeout.
  • Provide direct supervision, mentorship, and performance management for junior contracts staff; support team development and succession planning.
  • Establish priorities, allocate workload, and ensure high-quality, timely contract deliverables across the team.
  • Ensure compliance with FAR, DFARS, and applicable federal healthcare regulations, including PHI and PII requirements.
  • Draft, review, and negotiate complex contractual agreements (MSAs, Task Orders, Subcontracts, NDAs, Teaming Agreements).
  • Collaborate cross-functionally with internal stakeholders to align contract strategy with operational and financial goals.
  • Provide strategic guidance to leadership on contractual risk, business terms, and compliance matters.
  • Implement and enhance contract management processes, tools, and reporting capabilities to improve efficiency and compliance.
  • Maintain accurate contract records and ensure adherence to internal controls and audit requirements.
  • Monitor regulatory changes and advise internal stakeholders on impacts to contracts and operations.
  • Lead preparation for audits, reviews, and government inquiries.
  • Support business development activities, including proposal reviews and contract strategy for new opportunities.
  • Foster a culture of accountability, compliance, and continuous improvement within the contracts team.

  • Deep knowledge of FAR, DFARS, and federal acquisition regulations.
  • Expertise in federal healthcare contracting and privacy requirements (HIPAA, PHI, PII).

  • Proficiency in contract management systems and Microsoft Office tools
