Job summary

Rivet Operations Company LLC in San Diego, CA seeks a Senior Contracts Management Analyst to support CORs and the APM with contract documentation maintenance, updates, and post-award actions. The role requires coordinating industry days and drafting procurement documentation in line with FAR, DFARS and NMCARS standards.

Ideal candidates have a Master’s or Bachelor’s with significant experience, DAWIA III, and strong MS Office skills.

Qualifications

  • Master's Degree plus 10 years relevant experience or Bachelor's Degree plus 14 years relevant experience.
  • DAWIA Level III Certification in Contracts Management or equivalent.
  • Working knowledge of federal contracting process and wide range of contract types, methods, and techniques.
  • Experience with FAR, DFARS, and NMCARS regulatory compliance.
  • Proficiency with Navy acquisition systems including AMS tool.
  • Experience supporting DOD/DON contracting offices.
  • Excellent oral and written skills.
  • Excellent critical thinking skills.
  • Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook.
  • Ability to work independently and as a team member.
  • Ability to learn and apply contracts management concepts to assigned duties.
  • Working knowledge of the federal contracting process.

Responsibilities

  • Supports CORs and APM with contract documentation maintenance and updates.
  • Draft procurement-related documents per FAR, DFARS, NMCARS.
  • Coordinate Industry Days.
  • Develop Requirements documents including CDRLs, CLINs, DD-254s, Acquisition Plans.
  • Provide administrative source selection support.
  • Administer contracts including Procurement Requests and modifications, tracking obligations.
  • Enter purchase request information and contractual data.
  • Support small business capability analysis.

Job description

Job Title: Senior Contracts Management Analyst

Location: San Diego, CA

Position Overview

Senior Contracts Management Analyst shall support the Contracting Officer Representatives (CORs) and APM with contract or task and delivery order documentation maintenance, modification and updating (e.g. Request For Proposal (RFP) Request For Quote (RFQ), Task Requirements Notices (TRN), Statement of Objectives (SOO), Statements of Work (SOW), Performance-based Work Statements (PWS), Service Level Agreements (SLA), Quality Assurance Surveillance Plans (QASPs), and Purchase Requests (PRs)). The Contractor shall track all assigned contracts, task and delivery orders, maintain, modify and update appropriate documentation for the exercise of options or other post-award phase contract actions.

Key Responsibilities
  • Works on high-visibility or mission critical aspects of a given program and performs all functional duties listed below independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
  • Possess experience in evaluating and reviewing contract terms and conditions to ensure requirements are supporting project missions.
  • Possess working knowledge of a wide range of contract types, methods, and techniques, and ability to provide recommendations in applying innovative ways to achieve better value procurement to support project missions.
  • Draft procurement-related documents in accordance with FAR, DFARS, NMCARS, DoD 5000 series requirements.
  • Coordinate Industry Days.
  • Develop Requirements documents, to include Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government.
  • Provide administrative source selection support.
  • Administer contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions, and tracking obligations/expenditures, and deliverables.
  • Evaluate and review contract terms and conditions.Maintain contractual databases with excellent accuracy.
  • Enter purchase request information and contractual data.
  • Support small business capability analysis ensuring timely acquisition of materials and services.

Physical Requirements

Work may involve sitting or standing for extended periods of time.

Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.

There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.
