Job summary

nTech Workforce in Washington, DC seeks a Senior Contract Specialist to manage complex procurements, including construction contracts. You will provide technical guidance, lead negotiations, and oversee contract administration under delegated authority, coordinating with the Assistant Director for Corporate Services.

The role requires strong analytical abilities, extensive procurement knowledge, and the ability to work independently with high-level stakeholders and end users.

Qualifications

• Bachelor’s degree (or equivalent) in business, management, economics, mathematics, English, government or related field.
• 4 years of progressively responsible procurement experience from solicitation to contract closeout.
• Excellent knowledge of contracting and procurement regulations, laws, policies, standards.
• Experience with government and commercial statutes, contracting principles and best practices.
• Ability to read, comprehend and interpret complex procurement materials.
• Strong analytical, oral and written communication and organizational skills.

Responsibilities

• Develops the SOA for non-standardized procurements including construction projects, coordinating with end users and stakeholders.
• Plans, prioritizes, and performs multiple procurement tasks efficiently.
• Keeps current with market trends, regulations, and vendor competition.
• Receives and evaluates bids for compliance; oversees evaluations and communicates with vendors.
• Leads negotiations and develops strategies with vendors.
• Resolves solicitation issues, protests, and disputes; ensures compliance with Board policy and procedures.
• Administers awarded contracts, coordinates with COTR on technical issues and product acceptance, and resolves performance problems.
• Maintains data quality and inputs information into automated systems.
