Job summary

Health & Human Services Commission seeks a skilled Contract Specialist V to manage high-dollar contracts, from solicitation through close-out. Responsibilities include drafting scopes, evaluating bids, and ensuring compliance with HHSC policies.

The role requires 2+ years in contract administration, proficiency with CAPPS Financials and SCOR, and strong negotiation and communication abilities. Telework may be available; extensive statewide travel could occur.

Qualifications

• Minimum 2 years of contract administration experience.
• Familiar with CAPPS Financials and SCOR systems.
• Strong written and verbal communication skills.

Responsibilities

• Initiates, coordinates, and oversees solicitations (RFPs, RFQs, RFIs, RFOs) for contracted services.
• Negotiates contract renewals and amendments; researches purchase orders and contract documents in CAPPS/SCOR.
• Develops reference materials, monitors contract performance, and provides guidance to project management staff.
