Job summary

The Minnesota Department of Natural Resources seeks a Regional Services Contract Officer Senior to manage construction and service contracts for the Grand Rapids region. You will oversee bidding, contract development, and lifecycle management, ensuring compliance with state policies and procurement laws.

You will provide technical direction, training, and support to agency staff and vendors, resolving complex contracting issues and guiding procurement processes across multiple projects.

Qualifications

• Three (3) years of professional level experience developing and administering construction and service contracts.
• Bachelor's degree in Accounting, Business Administration, Finance, or closely related field may substitute for one (1) year of experience.
• Experience with informal and formal competitive bidding, solicitation specifications, contract administration, and policy interpretation.
• Experience in writing and executing construction and service contracts in accordance with rules and regulations.
• Knowledge of state statutes, laws, and policies governing procurement.
• Ability to interpret procurement terms and bid results, and to understand contract forms and legal documents.
• Strong communication with agency management, staff, and contractors.
• Ability to manage multiple complex projects and prioritize work.
• Experience in developing and delivering training for management and staff.

Responsibilities

• Administer the contracting process for service, maintenance, repair, and construction projects.
• Develop and process construction and service contracts in alignment with DOA and MMB requirements.
• Provide oversight, guidance, and training to staff on contracting matters.
• Maintain centralized contracts filing per retention guidelines.
• Serve as backup to Regional Service Supervisor in contracting processes.
