Job summary

Texas Department of Agriculture is seeking a Contract Administration Manager in Austin, TX. This role leads contract negotiations, drafting, and oversight for high-value agreements, mentoring staff and coordinating with multiple units.

On-site work is required with standard business hours and potential for extended hours and travel. Required: a Bachelor’s degree, 3 years in contract administration, and CTCM/CTCD within 12 months of hire.

Qualifications

• Bachelor’s degree required; one year of related work may substitute for one year of college.
• Three years of contract administration, management, evaluation, or monitoring of contract providers.
• CTCM and CTCD certifications required within 12 months of hire.
• Experience as a purchaser in government(contract development for high-value procurements).

Responsibilities

• Oversee scope of work, specifications, and conditions for new contracts; prepare contracts and lead negotiations.
• Provide customer consultation and advise on contract specifications for best value and cost savings.
• Oversee solicitations distribution to vendors and review proposals for compliance.
• Coordinate processing of contract documents for management approval of terms.
• Develop short- and long-term strategies for scope of work and requirements.
• Review contract deliverables and milestones to ensure compliance and capture lessons learned.
• Conduct contract compliance reviews and performance analyses with divisions.
• Interact with business units and teams to manage complex stakeholder needs.
