Your impact

We are seeking an experienced Senior Contract Manager to lead complex public-sector construction procurements supporting major capital improvement programs and infrastructure projects. This role serves as a senior procurement professional responsible for independently managing contracts throughout the entire acquisition lifecycle, from procurement planning and solicitation development through contract administration and closeout.

The ideal candidate will possess extensive experience with public-sector construction contracting, including alternative delivery methods such as Construction Manager at Risk (CMAR) and Design-Build. Experience supporting aviation or airport-related projects is highly preferred. This position requires the ability to lead high-value procurements, provide strategic procurement guidance, negotiate complex contract actions, and ensure compliance with applicable procurement regulations and policies.

Key Responsibilities

  • Lead and manage complex construction procurements from pre-award through post-award administration and contract closeout.
  • Develop acquisition strategies, procurement plans, and solicitation schedules for major capital projects.
  • Prepare, review, and administer Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Qualifications (RFQs), and other procurement documents.
  • Evaluate contracting approaches and recommend appropriate procurement methodologies and contract types.
  • Coordinate and facilitate proposal evaluations, technical review committees, and source selection activities.
  • Conduct contract negotiations, including pricing analysis, terms and conditions, and scope revisions.
  • Develop and present procurement recommendations to executive leadership and procurement review authorities.
  • Prepare award documentation and support contract execution activities.
  • Manage contract modifications, change orders, claims, dispute resolution, and contract administration activities.
  • Provide guidance and mentorship to contracting staff and project stakeholders regarding procurement policies and procedures.
  • Collaborate with engineering, project management, legal, and finance teams to ensure procurement objectives are achieved.
  • Monitor contractor performance and ensure compliance with contractual obligations.
  • Maintain procurement files, documentation, and records in accordance with applicable regulations and audit requirements.
  • Support program risk management initiatives and identify opportunities to improve procurement effectiveness and efficiency.
Here's what you'll need
  • Bachelor's degree in Business Administration, Construction Management, Public Administration, Engineering, Finance, or a related field.
  • 10+ years of public-sector procurement and contracting experience supporting construction or infrastructure projects.
  • Demonstrated experience managing procurements from planning through contract closeout ("cradle-to-grave" contracting).
  • Extensive experience with CMAR, Design-Build, and other alternative project delivery methods.
  • Experience developing and administering complex solicitations and source selection processes.
  • Strong knowledge of public procurement regulations, contract administration practices, and construction contracting principles.
  • Experience negotiating complex contracts and contract modifications.
  • Excellent written, verbal, analytical, and stakeholder management skills.
  • Ability to manage multiple high-priority procurements simultaneously.

Preferred Qualifications

  • Experience supporting airport, aviation, transit, or other large public infrastructure programs.
  • Professional procurement certification (CPPB, CPPO, CPCM, CCM, PMP, or similar).
  • Experience working with large capital improvement programs.
  • Prior experience providing mentorship or leadership to contracting teams.
