Job summary

Responsibilities include risk assessment, resource justification, and executive engagement before SECNAV, DoW, and Congress.

Qualifications

• Knowledge of project development, lifecycle management, and infrastructure planning.
• Experience in Federal DoW acquisition, life cycle management, and budget planning.

Responsibilities

• Enforce DON policy and implement federal guidance in construction programs.
• Develop strategic plans, determine resources, and align procedures with Navy priorities.
• Balance cost, schedule, and performance to deliver capabilities efficiently.
• Represent NAVFAC construction with industry consortia and drive innovation.
• Provide executive direction for acquisition strategies, cost estimates, and schedules.
• Review program plans, schedules, and risks across system engineering efforts.
• Direct resource estimates and funding justifications; defend requirements before leadership.
