Job summary

Environmental Resources Management (ERM) is seeking a Construction Program Manager to lead a multi‑workstream capital program in a pharmaceutical or life‑sciences manufacturing environment. You will serve as the owner’s representative, coordinating with design partners, GC/CMs, and specialty contractors to deliver scope on time and within budget.

You will maintain daily on‑site presence, drive safe work planning, and ensure CQV readiness while interfacing with safety, quality, and regulatory

Qualifications

• 12+ years managing complex capital construction projects.
• Experience as owner’s representative or in a CM/GC organization preferred.
• Strong schedule and cost control capabilities.
• Proven leadership and stakeholder management skills.
• Proficient with Primavera P6, MS Project, Procore/ACC, and Excel/Power BI.

Responsibilities

• Serve as the owner’s representative and primary liaison between program leadership, design partners, GC/CMs, and specialty contractors.
• Lead governance processes and ensure scope clarity, cross-functional alignment, and timely issue resolution.
• Manage integrated master schedules, phasing strategies, and site logistics plans.
• Coordinate design development for constructability and CQV readiness.
• Develop contracting strategies, bid packages, and procurement timelines.
• Own cost and schedule performance, including forecasting and contingency management.
• Perform critical path analysis and schedule risk reviews; drive recovery actions.
• Manage change control and negotiate adjustments with contractors and vendors.
• Lead bid solicitations, evaluations, award recommendations, and contract onboarding.
• Administer contracts with commercial/legal teams; verify progress and pay applications.
• Identify risks of claims and support resolution activities.
• Maintain a daily field presence to validate progress and safety.
• Coordinate with GC/CM on workface planning, logistics, and constraints.
• Oversee QA processes: submittals, inspections, non-conformance, punchlist.
• Champion safety expectations and interface with EHS teams.
• Track safety concerns and corrective actions; surface issues.
