Job summary

The Honolulu Authority for Rapid Transportation (HART) is seeking a Construction Engineer (Construction Claims Specialist) to support its Honolulu, Hawaii operations on a full-time temporary basis.

Reporting to the Construction Claims Manager, you will review contracts, analyze contractor claims, and prepare detailed reports to support claims decisions and potential litigation. A Bachelor's degree in Engineering and 10+ years of construction management experience are required.

Qualifications

• Bachelor’s degree in Engineering required; related disciplines with equivalent knowledge may be considered.
• Minimum 10 years of experience in construction management.
• At least 3 years in contract management, change orders, or fieldwork.

Responsibilities

• Review contracts and project docs to identify potential claims issues.
• Analyze contractor claims for validity and prepare detailed reports.
• Interpret terms in proposals, awards and contracts.
• Coordinate with project managers to gather documentation and facts.
• Prepare chronologies, summaries, and reports to support position on claims.
• Collaborate with management and experts to evaluate claims.
• Create reports using Word, Excel, and PowerPoint.
• Organize claims materials and files for access by stakeholders.
• Support litigation efforts and strategy as needed.
