Job summary

ACT1 Federal LLC seeks a Congressional and Legislative Analyst to provide legislative research, inquiry responses, hearing and briefing materials, and coordination with Navy stakeholders in support of industrial-base and shipyard decisions. The position is on-site with day shifts and contingent upon contract award.

Requirements include a Bachelor's degree, 10+ years in legislative affairs, and an active Top Secret clearance; candidates must work on-site at the Pentagon and support time-sensitive

Qualifications

• Bachelor’s degree in political science, public policy, government, communications, or related field.
• 10+ years in legislative affairs, congressional relations, federal policy, or defense HQ support.
• Strong knowledge of congressional authorization, appropriations, oversight, hearing, reporting, and defense cycles.
• Experience analyzing legislative language and assessing programmatic, budgetary, or policy effects.
• Experience preparing executive briefings, analyses, reports, talking points, and leadership materials.
• Excellent writing, research, coordination, and QC skills; proficient with MS Word/Excel/PowerPoint/Outlook.

Responsibilities

• Monitor and analyze authorization, appropriations, and related legislation affecting Navy programs.
• Review bill text, committee reports, and hearing records for requirements and deadlines.
• Assess implications of congressional action on program budget and policy.
• Maintain legislative trackers and traceability from direction to actions.
• Support development of legislative proposals, information papers, and responses to Congress.
• Prepare summaries, talking points, briefing materials, and leadership updates.
• Coordinate inputs from DASN DIB and Navy stakeholders.
• Review products for accuracy and alignment with government positions.
• Maintain controlled versions and workflow records.
• Prepare for hearings, briefings, staff engagements; track post-engagement actions.
• Advise directors on timelines, committee interests, and potential effects on program execution.
