The Producer Licensing Bureau is part of the New Mexico Office of Superintendent of Insurance and is responsible for licensing and regulating insurance producers, adjusters, business entities, and other insurance related licensees doing business in New Mexico. The Bureau reviews applications, renewals, amendments, affiliations, appointments, and other licensing transactions to ensure applicants and licensees meet statutory and regulatory requirements. The Bureau also provides customer service to licensees, consumers, business entities, and industry partners, while supporting compliance, consumer protection, and enforcement efforts through accurate licensing review, record maintenance, and coordination with other OSI bureaus and legal staff.
Due to budget availability, the pay rate for this position will not exceed $31.50/hour.

Why does the job exist?

The purpose of this position is to support the state¿s insurance licensing requirements by ensuring that all applicants and licensees meet statutory and regulatory requirements. The role is responsible for analyzing and processing licensing applications, evaluating applicant qualifications, reviewing background checks, and ensuring compliance with the New Mexico Insurance Code and Administrative Code. This position also works directly with the National Producer Database (NIPR), Department of Public Safety (DPS), Federal Bureau of Investigations (FBI) and FINRA throughout the analyzing process. This position manages renewal and continuing education compliance, provides responsive customer service to applicants and stakeholders, and processes all associated payments and financial transactions in accordance with state requirements. Through these functions, the position helps maintain the integrity, accuracy, and compliance of insurance licensing operations in New Mexico.

How does it get done?
Application Analysis for Compliance

Review and analyze licensing applications to ensure compliance with the New Mexico Insurance Code, the Administrative Code, the National Insurance Producer Registry (NIPR), and FINRA. Verify that non¿resident applicants meet their home state licensing requirements and that continuing education credits are compliant. Audit and process applications, appointments, name and address changes, renewals, and affiliations for completeness and accuracy.

Licensing Decisions and Stakeholder Communication

Complete the full licensing process by approving or denying applications based on a thorough evaluation of qualifications and compliance. Review background checks from DPS and the FBI as needed to support informed licensing decisions. Respond to customer and stakeholder inquiries via phone, email, mail, and in-person communication. Assist with inquiries received through the PLB general email account and support other tasks as assigned by the Supervisor and/or Bureau Chief.

Resident/DHS Renewal Applications

Ensure banked continuing education credits are submitted on time. Respond to licensee questions regarding banked credits, required hours, and license-specific course requirements. Assist in reviewing and auditing renewal applications for compliance with licensing and continuing education standards. Support additional duties as assigned by the Supervisor and/or Bureau Chief.

Payment Processing

Review and prepare checks, ACH transfers, wires, and EFTs for fees received in accordance with NMSA § 59A-6-1. Process payments in the current database and prepare batches for submission to ASD within 24 hours. Perform other duties as assigned.

CE Requirements

Review and audit Resident or NM DHS license holders to ensure CE requirements are met. Assist CE Compliance Specialist with CE Provider requirements, specialty CE requirements, internal audits, rulemaking, sending out notifications to applicable Licensee's regarding CE updates. This position may also attend meetings with the CE Compliance Specialist with Stakeholders and the department's CE Vendor.

Insurance producers, adjusters, business entities/agencies, applicants, licensees, insurers, education providers, other state insurance departments, national licensing partners, OSI bureaus, and the public.

Ideal Candidate

The ideal candidate has regulatory, statutory, licensing, or insurance compliance experience and is comfortable reviewing applications, business entity records, regulatory filings, and other licensing-related documents. The ideal candidate can interpret and apply statutes, administrative rules, policies, and procedures; identify incomplete, inconsistent, or non-compliant information; and determine when a matter may require additional review, corrective action, or referral.

The ideal candidate has experience using licensing systems, databases, case management systems, or other electronic records systems and can manage a high-volume workload with accuracy and attention to detail. The ideal candidate communicates clearly and professionally with applicants, licensees, business entities, insurers, education providers, government agencies, coworkers, and the public.

Preferred experience includes regulatory or statutory compliance experience, insurance licensing experience, strong analytical skills, excellent customer service skills, and excellent oral and written communication skills.

Bachelor's degree in any field of study from an accredited college or university and one (1) year of experience in investigations, regulation, policy, statutory, and/or contract compliance. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience

Employment Requirements

Must possess a valid New Mexico Driver's license, a current defensive driving course certification from the State of New Mexico or must pass Defensive Driving Course Certificate within six months of the date of hire as a condition of continued employment.

Must be able to meet law enforcement accreditation standards including drug testing and background check.

Working Conditions

Work is performed in an office setting with frequent use of visual/video display terminals, personal computers, phones, email, databases, and other electronic systems. The position requires extended periods of sitting and frequent communication with applicants, licensees, business entities, insurers, education providers, other state insurance departments, OSI staff, and members of the public.

This position may occasionally require travel, extended work hours, weekends, or holidays based on bureau needs, deadlines, training, meetings, or special projects.

Bargaining Unit Position

This position is covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
