Job summary

Jubilee Association of Maryland, Inc. seeks a Program Manager to oversee community-based residential services for adults with developmental disabilities. You will supervise DSPs and a Service Team Lead, ensuring person-centered plans, scheduling, and high-quality care.

You will coordinate service plans, documentation, and billing, while maintaining strong communication with families, staff, and partners. This role requires weekend on-call rotation and occasional travel in the Kensington area.

Qualifications

• High School Diploma or equivalent, bachelor’s degree preferred.
• Two+ years of relevant experience in services for adults with developmental disabilities.
• Proficiency in MS Office Suite and database systems.

Responsibilities

• Oversee daily support by DSPs in homes and communities per person-centered plans.
• Supervise the Service Team Lead and DSPs; oversee staffing, meetings, evaluations, and coaching.
• Lead development and implementation of PCPs, behavior support plans, and nursing care plans.
• Create and manage DSP schedules; arrange back-up staff and coverage.
• Review service documentation for billing and regulatory compliance at least three times weekly.
• Maintain open communication with families, colleagues, and ancillary staff.
• Ensure data systems stay current with people, families, and staff information.
• Review expenses and provide approvals per Jubilee Finance.
• Assist with incidents and follow-up reporting; support corrective actions.
• Attend team and all-staff meetings; participate in organizational planning.
• On-call after hours on weekdays and rotating weekends.
• Travel annually with people supported for vacations; attend conferences when possible.
• Ensure presence and routine visits to maintain quality of service.
• Promote community engagement and participation in Jubilee activities.
• Complete required training and certifications for staff and self; pursue leadership development.
• Other duties as assigned.
