Job summary

The City of San Diego seeks a Senior Code Compliance Supervisor to coordinate field inspections, enforce municipal codes, and manage complex enforcement actions within the Fire-Rescue Department. Responsibilities include preparing documents, coordinating hearings, and leading outreach to reduce illegal dumping.

This role requires strong supervisory skills, experience with inspections, and the ability to present findings in administrative proceedings.

Senior Code Compliance Supervisor positions coordinate and supervise the work of subordinate supervisors and staff engaged in conducting inspections, investigating code violations, issuing notices and citations, and ensuring compliance with applicable municipal codes and regulations; review casework to ensure alignment with department priorities and best practices; prepare written reports and correspondence; design, develop and oversee implementation of outreach programs to reduce illegal dumping; handle the most difficult and sensitive Council requests and citizens’ complaints; participate in administrative hearings, appeals, and other enforcement proceedings, and provide testimony or supporting documentation as needed; prepare computerized spreadsheets, reports and presentations using MS Office, Intranet and Internet software, SalesForce, and Outlook; analyze and recommend budget allocation; develop and implement enforcement strategies to improve compliance and program effectiveness; and perform other duties as assigned.

Senior Code Compliance Supervisor positions in the Community Risk Reduction Division of the Fire-Rescue Department will be utilized to fill Defensible Space Supervisor vacancies. Defensible Space Supervisor duties include specialized wildfire mitigation; conducting home hardening and defensible space inspections; and providing community outreach and education in high-risk wildfire areas; and perform other duties as assigned.

NOTES
  • Employees in job classifications represented by Municipal Employees Association (MEA)are scheduled to receive the following general wage increases:
    • 3.5% effective 7/1/27
    • 2% effective 7/1/28
    • 2% effective 1/1/29
  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
  • Senior Code Compliance Supervisor positions in the Community Risk Reduction Division of the Fire-Rescue Department performing wildfire mitigation and defensible space duties are eligible for 10% special assignment pay.
  • Senior Code Compliance Supervisor positions in the Community Risk Reduction Division of the Fire-Rescue Department with a valid Certified Wildfire Mitigation Specialist (CWMS) Certification are eligible for 5% additional pay.
  • Senior Code Compliance Supervisor employees may be required to work weekends and attend events scheduled to provide community outreach and education.

You must meet the following requirements on the date you apply, unless otherwise indicated.

EXPERIENCE
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
LICENSE

A valid California Class C Driver License is required at the time of hire.

HIGHLY DESIRABLE
  • Possession of Home Ignition Zone / Defensible Space Inspector Certification (CSFM).
  • Certified Wildfire Mitigation Specialist (NFPA).
  • Comprehensive knowledge of wildland fire dynamics and field experience.
  • Waste code enforcement and homelessness-related experience.
