Job summary

California Health and Human Services Agency Office of Technology and Solutions Integration is seeking a Data Engineer (IT Specialist III) to lead the design and implementation of complex cloud-based data solutions supporting the State Verification Hub for CalHHS.

The role partners with application teams, external partners, and stakeholders to deliver entity resolution, data integration, governance, and security, while shaping data architecture per FDDE and ITDSP strategies.

Qualifications

• Lead or expert capacity in cloud data integration.
• Facilitate working sessions with senior staff across multiple disciplines.
• Collaborate with development, stakeholder, leadership, and consulting teams.
• Implement enterprise information management solutions including data sharing, MDM, governance.
• Formulate technology strategies with cross-domain expertise.
• Participate in strategic data architecture planning and design.
• Manage interoperability between platforms.

Responsibilities

• Build entity resolution, master data management, and data governance solutions.
• Design ETL/ELT data integration and data quality processes.
• Protect sensitive health, PII, and HIPAA data with strong privacy and security controls.
• Monitor data quality, integrity, and availability across the enterprise data ecosystem.
• Maintain modern cloud database infrastructure and improve interoperability between platforms.
• Shape the data architecture and strategy behind the SVH per CalHHS FDDE/ITDSP.
