Job description
Overview

Civil Engineer design manager will support the HQ PACAF Design Cell located at Andersen Air Force Base, Guam, focused on military “troop training” projects in the Pacific Region (primarily at “Places without Bases” locations). This position will coordinate with the Expeditionary Theater Support Group (ETSG), Headquarters PACAF staff and the Civil Engineer Squadron personnel to provide engineering and infrastructure support to include diverse engineering systems within mechanical, electrical, plumbing, operations, energy, environmental, earth moving, stormwater, acquisition, and program management. Location: Andersen Air Force Base, Guam.

Responsibilities
  • Provide lifecycle analysis to build and maintain infrastructure using asset management principles; using broad knowledge of engineering disciplines.
  • Support stakeholders and military clients by reviewing programming, design and construction related documents to validate scope and help prioritization.
  • Apply experience to manage and review facility engineering projects from initial development through design planning, specification determination, drawing reviews, and construction planning.
  • Provide technical expertise with project requirement definition, drafting performance work statements (PWS), preparing statements of work (SOW), developing cost estimates, and other components of the acquisition package.
  • Position will also execute project technical reviews, conduct post-award construction support activities, and provide observations and recommendations to the Government.
  • Provide technical knowledge to design cell and engineers, as needed.
  • Performs other job-related duties as required.
Qualifications
  • Bachelor and/or Master’s degree from an accredited university in Engineering, Architecture, Construction Management, Math or Math heavy sciences, or related fields. Three (3) to ten (10) years of engineering experience in requirements identification, planning, design, construction and/or facility maintenance.
  • Knowledge of structural design for vertical facilities, including buildings and support structures.
  • Knowledge of and experience in pavement design and construction standards.
  • Knowledge of cost estimation techniques and software related to vertical facilities; BUILDER related experience is a plus.
  • Skilled in leading others to achieve established goals and timelines.
  • Ability to work independently to achieve both broadly described and narrowly proscribed work outcomes.
  • Skilled in organizing and gathering project data, conducting analysis, preparing reports, and providing recommendations to clients.
  • Knowledge of Department of Defense (Department of War) Agencies or the uniformed services.
  • Professional license registration is a plus but not mandatory.
  • Ability to work independently with little supervision.
  • US citizenship required and ability to get CAC.
  • Must pass pre-employment qualifications of Cherokee Federal.
