The State of Connecticut, Office of Early Childhood (OEC) is seeking a highly experienced Child Care Licensing Supervisor for Hartford. This role leads Licensing Specialists and staff, ensuring compliance with regulations and quality standards across centers, homes, and programs.

Hybrid work arrangement in Hartford supports on-site inspections and field visits. The role emphasizes staff development, policy interpretation, and collaborative enforcement actions with partners and the public.

Qualifications

• Eight (8) years of experience providing professional child care services with involvement in program development and operational policy.
• Two (2) years of supervisory or consultative capacity in the field of child care.
• College training may substitute for General Experience: 15 semester hours = 1/2 year, up to 4 years for a Bachelor’s degree.
• A Master’s degree may substitute for one additional year of General Experience.
• Two (2) years as a Child Care Licensing Specialist may substitute for General and Special Experience for state employees.
• Preferred: supervision experience, facilitating meetings, staff training on licensing, policy implementation, teamwork, and written communication on regulations.

Responsibilities

• Schedules, assigns, oversees and reviews work of staff.
• Identifies staff training needs and provides training.
• Conducts performance evaluations.
• Determines priorities and plans program work.
• Develops and maintains program procedures and standards.
• Interprets and explains licensing laws and policies to providers and the public.
• Oversees investigations and coordination with partner agencies.
• Represents the agency in enforcement and meetings.
• Prepares and presents training and reports.
