Position Title: Senior Capture & Program Manager (ICE)

Location: Remote (United States)

Position Summary:

Advancia Technologies, LLC is seeking a Senior Capture & Program Manager with primary responsibility for winning and leading new business opportunities within government markets, specifically U.S. Immigrations and Customs Enforcement (ICE). In this position, you will engage directly with federal clients to understand their unique needs and challenges. By leveraging your expertise, you will develop tailored solutions that differentiate our offerings and align with client objectives. You will also collaborate with internal teams to create effective contracting strategies that support growth and long-term success. The ideal candidate should have a strong understanding of Business Development, Capture Management, Project Management, Physical Security Services, and Immigration Enforcement.

The Senior Capture & Program Manager role provides the knowledge, skills, and experience necessary to win and manage complex projects with the collective efforts of the team and the ability to communicate clearly with, and manage the expectations of, the client. The Senior Capture & Program Manager is responsible for overall cost, schedule, quality, and customer satisfaction of the portfolio of projects.

Program Capture Management will include business development and the profitable delivery of quality services within the program. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. Assignments are deadline driven, so candidates must be able to set priorities, take ownership of program goals, work efficiently, and provide a consistent level of high quality in a high-pressure environment.

The Capture & Program Manager will perform the following:

  • Develop overall program roadmap to guide planning at the client level.

  • Define growth through customer interaction, technical differentiation, and contracting solution strategies.

  • Drive company growth by identifying, pursuing, and securing new business opportunities.

  • Build and maintain strong relationships with government decision-makers, contracting office, and key stakeholders.

  • Conduct financial analysis, scenario planning, and forecasting.

  • Identify potential business opportunities and negotiating agreements.

  • Assess new markets, develop initiatives, and analyze new business opportunities.

  • Promote Advancia Technologies, LLC to assigned client group.

  • Develop account management plans and opportunity capture strategies.

  • Brief leadership on pipeline projections and account management plans.

  • Manage projects, contracts, funds, and resources of functional activities, assigned responsibilities, managed efforts, and completion of taskings.

  • Oversee all project management tasks, including tracking requirements, maintaining detailed project listings, and ensuring compliance with both internal and external standards and regulations.

  • Maintain responsibility for the performance of work, contract compliance, and quality control of multiple, concurrent contracts and/or task orders.

  • Serve as the leader and primary point of contact for all contracts under assigned client group.

  • Develop and define acceptance criteria for all project phases and key deliverables.

  • Closely monitor critical milestones and deliverables.

  • Ensure projects stay aligned with strategic goals and deliver the planned/stated benefits.

  • Provide technical guidance, support, coordination, and oversight to project staff.

  • Manage budgets for programs, projects, sites, and proposals.

  • Identify and analyze project risks and prepare risk response plans.

Qualifications:

  • Bachelor's degree in business or a related field.

  • 10+ years of experience in federal government business development.

  • 10+ years of experience in Program Management, Project Management, or related field.

  • Proven track record of successful capture and pipeline management at a variety of acquisition sizes.

  • Proven ability to lead complex projects, manage requirements, and deliver results on schedule/within budget.

  • Demonstrated experience and ability interacting and building relationships with key customer organizations, preferably within DHS.

  • Preferred experience working specifically with ICE.

  • Thorough understanding of the federal procurement acquisition process, including various contract types (FFP, T&M, CPFF/CPAF/CPIF) and acquisition methods (direct award and competitive).

  • Ability to develop and implement tactical and strategic plans.

  • Strong collaboration skills and demonstrated experience building internal and external industry partnerships.

  • Knowledge of DHS organizational structure, leadership, challenges, and roadmap, to include future funding.

  • Experience with Shipley Business Development Lifecycle.

  • Demonstrably strong oral and written communication skills.

  • Expertise in Microsoft Office applications, including PowerPoint, Word, and Excel.

  • Experience using government procurement intelligence website/programs and customer relationship management software (preferably Salesforce).

  • Ability to travel up to 50%.

  • Ability to obtain and maintain security clearance.

Physical Demands (including but not limited to):

  • Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.

  • Work requires computer usage with strength, dexterity, coordination, and visual acuity to use keyboard and video display terminal and other office equipment.

  • Travel may be required (up to 50%).
