Job summary

For People, a team of technologists modernizing U.S. government digital services, seeks a senior government capture professional. You will own pursuits from qualification through submission, coordinating with program offices, contracting officers, and partners to shape win strategies and pricing.

This 100% remote role prefers candidates near DC/MD/VA but welcomes nationwide applicants. You will translate customer and competitor insights into differentiators, build call plans, and lead go/no-go

Qualifications

• 5+ years in government capture, business development, or a closely related role.
• Experience owning a pursuit or bid response from qualification through submission, including win strategy, color-team reviews, and pricing.
• Comfort working directly with government stakeholders and partners, including building relationships at agencies where we don't have them yet.
• Strong writing, enough technical literacy to hold a conversation about software modernization and data platforms, and comfort using AI tools for research and first drafts.

Responsibilities

• Own pursuits once we decide to pursue them, across federal and state agencies.
• Build and work a call plan for each pursuit, meeting with program offices, contracting officers, and potential partners to understand mission, budget, incumbents, and pain points.
• Turn customer and competitor intelligence into a win strategy, win themes, and the discriminators that set us apart.
• Engage the customer where it is appropriate and ethical, through RFIs, sources-sought responses, capability statements, and demos.
• Identify and bring on teaming partners and subcontractors that fill capability or past-performance gaps.
• Lead the bid by running go/no-go and gate reviews, directing the proposal team through color-team reviews to submission, and working with leadership on pricing and price-to-win.
• Keep several pursuits moving at once, help leadership scan agency forecasts for opportunities worth a closer look, and capture lessons learned after every decision, win or lose.

For People is a team of skilled technologists improving government digital services for disadvantaged and vulnerable populations. We embed directly in government agencies to modernize software, systems, and platforms so that they better serve people.

Your Impact

A parent applies for Medicaid and waits to hear whether their child is covered. A state analyst tries to answer a basic question about a program serving millions of people and finds the data three years out of date. Each of those moments runs through a government system, and too many of those systems are outdated or hard to use.For People builds and modernizes those systems at federal and state agencies.Once we decide to pursue an opportunity, you will be the single point of accountability for winning it, from the first conversation with a program office through submission. You'll build the relationships, set the win strategy, and lead the bid, with our proposal team working alongside you. Every pursuit you win puts our engineers, designers, and researchers on a system that millions of people depend on.

This position is 100% remote , however, preference will be given to those local to the DC, Maryland, and Virginia area. Travel will be required across the country to client locations, partner offices, and industry events.

This position's published base salary range is between $130,000 - $185,000 annually. Additional incentives are available for successful wins.

You Bring

• 5+ years in government capture, business development, or a closely related role. We're open to unconventional paths, like a product or program leader who has run large, stakeholder-facing government work and wants to move into capture.
• Experience owning a pursuit or bid response from qualification through submission, including win strategy, color-team reviews, and pricing.
• Comfort working directly with government stakeholders and partners, including building relationships at agencies where we don't have them yet.
• A hands-on approach and an eagerness to learn how we work.
• The ability to juggle several pursuits at once and stay calm when the deadlines stack up.
• Strong writing, enough technical literacy to hold a conversation about software modernization and data platforms, and comfort using AI tools for research and first drafts.

It Would Be Great If You Also Have

• Experience at CMS, HHS, or the broader federal health community.
• Experience capturing work at agencies that address the social determinants of health, such as housing, nutrition, economic mobility, education, and social services.
• Familiarity with contract vehicles like GWACs, IDIQs, and agency BPAs, and a track record on small-business, 8(a), or full-and-open pursuits.

Additional Details

Our work sits on United States government platforms, and our clients have a few basic requirements for contractors like ourselves. All work must be physically performed within the United States at all times. In addition, you must be a United States citizen and be able to pass a government-performed public trust background check.
