Qualifications

• Bachelor’s degree required in Business/Purchasing or any related field.
• 8 years of directly-related work experience may be considered in lieu of required degree.
• 5 years’ experience in purchasing department operations and buying, or procurement management required.
• Experience in purchasing and/or procurement in an educational environment or governmental agency preferred.

Responsibilities

• Review client department requests for relevance and evaluate justification to assess proper process.
• Prepare responses to requests from Supervisor and Administration.
• Provide guidance on procurement methods, service scopes, market research, evaluation criteria and related language.
• Conduct market research and issue information requests for alternatives.
• Prepare solicitations to promote open, fair, and competitive selections.
• Handle acquisitions and prepare solicitation and award documents.
• Serve as non-voting Chairperson of Evaluation Committees to ensure fair processes.
• Review non-competitive solicitations and recommend changes to improve competition.
• Participate with leadership on legal requirements and contracts issues.
• Prepare for protest hearings and support with legal coordination.
• Coordinate Small Business participation according to policy.
• Consult with Risk Management to establish insurance requirements.
• Prepare responses for public records requests.
• Perform contract administration and advise on contractual requirements.
• Prepare for meetings to resolve contract disputes and draft amendments and change orders.
• Develop, analyze, and negotiate contracts for favorable terms and pricing.
• Maintain a bid calendar and prepare reports as directed.
• Attend meetings and deliver presentations as directed.
