Job summary

Txppa is seeking a Procurement professional to review and authorize purchase orders, work with departments to obtain quotes, prepare bids and proposals, and manage contract administration within county guidelines.

You will ensure purchases adhere to county rules and audit standards, maintain accurate records, advise end-users on policy, manage projects from inception to PO issuance, and coordinate with legal, departments and vendors to finalize contracts.

Qualifications

  • Three years government procurement experience preferred.
  • Knowledge of purchasing, business practices and procedures.
  • Understanding of county government and services.
  • Ability to interpret purchase regulations.
  • Excellent record-keeping and documentation skills.
  • Proficiency in Microsoft Office; data entry and writing skills.
  • Effective oral and written communication.

Responsibilities

  • Ensure purchases adhere to county rules, Texas Local Government Code Chapter 262, policies and audit standards.
  • Maintain procurement documentation, vendor files and audit trails.
  • Advise end-users on procurement policy and procurement best practices.
  • Manage procurement projects from inception through purchase order issuance and follow-up addenda.
  • Coordinate with the County attorney, end-user departments and vendors to finalize contracts and approvals, Commissioners Court approvals and track contract execution.
  • Performs contract administration duties on annual contracts including contacting departments for renewal options and notifying vendors.
  • Maintain contract, Cooperative, Sole Source and Interlocal Agreement records via software to ensure accurate records management.
  • Oversee Bids/Proposals process from inception to award for goods and services over the statutory threshold.
  • Supports team members with training as well as end-users
  • Investigate and resolve issues that may arise with vendors providing poor service, late delivery, canceled orders, and contract compliance.
  • Performs all other related duties involved in the operation of the department as assigned or required.

High School Diploma or GED, three (3) years government procurement experience is preferred. Must have knowledge of purchasing, business practices and procedures; general knowledge of county government and services, ability to comprehend, analyze and interpret purchase regulations and apply them to specific situations; maintain accurate records and files; proper public contact, telephone and email etiquette; Microsoft Office Suite experience, data entry, possess business and technical writing skills; prioritize and schedule work to meet deadlines; communicate effectively orally and in writing. Current knowledge of Euna Procurement/Bonfire a plus.
