Role Overview:
The Business Systems Analysis Team serves as the tip of the spear for digital transformation at INDOT, partnering closely with business subject matter experts to drive enterprise-wide modernization. Team members are expected to demonstrate senior-level executive presence, credibility, and trust, while delivering expert solutions across business, IT, and data domains. They must excel in communication and possess the strategic capability to design solutions that align with agency-wide goals. This role requires a rare blend of expert competencies, including deep knowledge of specialized business functions, advanced IT business analysis skills, and experience with the full software development lifecycle.
Business Systems Analysts operate at the enterprise level, performing comprehensive IT and data systems analysis and reporting directly to the Business Analysis Director within the Digital Transformation Team. Core responsibilities include cultivating and managing business relationships to identify needs, shaping and implementing technology and data solutions, and serving as the strategic business relationship manager for assigned domains. Analysts also provide organizational change guidance and partner closely with IT and data professionals, including the Data Governance Manager, IT Project Managers, and QA Testers, to develop detailed requirements and translate business needs into effective technical solutions.
A major focus of the role is reengineering systems to improve quality, efficiency, and interoperability across INDOT. Analysts work to break down silos, enhance enterprise integration, and ensure that systems, data, and processes function cohesively as part of large-scale modernization initiatives. Responsibilities include clearly documenting requirements to prevent gaps or assumptions, planning complex enterprise integrations, conducting research and strategic analysis within governance frameworks, and contributing to the agency’s digital transformation strategy.
Additionally, Business Systems Analysts manage expectations across diverse stakeholder groups, help lead cultural and organizational change, uphold governance standards, and may represent the Business Analysis Director when needed.

This position is with INDOT's Central Office in Indianapolis.
The salary for this position traditionally starts at$70,122.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
