Qualifications

• Bachelor's degree in IT, Business Administration, Communications, Public Affairs, or a related field.
• Minimum 10 years of progressive experience in IT strategy, business analysis, or strategic communications.
• Minimum 3 years of experience in organizational gap analysis.
• Experience conducting complex organizational, operational, business process, or enterprise-level analysis.
• Ability to communicate analytical findings to technical, operational, and executive stakeholders.

Responsibilities

• Lead comprehensive organizational gap analyses across functions, processes, governance, and resources.
• Plan and conduct stakeholder interviews, work sessions, and document reviews to identify gaps and bottlenecks.
• Analyze gaps, risks, and root causes to develop remediation recommendations aligned with mission requirements.
• Assess structures, staffing, skills, workload, governance, and reporting mechanisms.
• Develop analytical deliverables: current-state assessments, gap reports, remediation roadmaps, and executive materials.
• Facilitate cross-functional stakeholder engagement and translate findings for senior government leadership.
