Overview

LMI is seeking an experienced Senior Business Analyst at the Department of Homeland Security (DHS), Federal Protective Service (FPS) headquarters in Springfield, VA. This position will support the FPS Office of the Director with a myriad of analytical and business process matters impacting the strategic direction of the agency. In addition, the incumbent will provide critical operational support and integration of new or improved programs and processes across the organization. You must be able to work on client site full‑time in Springfield, VA (ad hoc telework flexibility may be available). Responsibilities

As a Senior Business Analyst, you will be responsible for helping the FPS Director, Principal Deputy Director (PDD), and Chief of Staff (CoS), with other members of the FPS Executive Leadership Team, formulate and implement projects and initiatives to advance the agency. This role is designed to support and enhance the efficiency, alignment, and operational effectiveness of the Director's office and associated leadership teams, ensuring alignment with organizational objectives and driving meaningful impact on the agency's mission.

Your Duties May Include
  • Providing Executive Decision Support : Deliver robust and proactive support to ensure the Director, Principal Deputy Director (PDD), and Chief of Staff (CoS) are fully equipped to effectively fulfill their strategic and operational responsibilities. This includes collecting, analyzing, and presenting relevant data to aid informed decision-making.
  • Driving Executive Alignment : Foster synergy among senior leadership to ensure alignment on priority initiatives and execution of Director-sponsored programs. Spearhead planning and implementation of change management efforts to advance organizational objectives.
  • Strategic Initiative Oversight : Play a key role in reviewing and refining strategic initiatives to ensure focus on high-impact performance improvement projects and activities.
  • Aligning Organizational Strategy : Contribute to enhancing alignment between current or planned efforts with the FPS strategy and culture. Drive initiatives aimed at achieving measurable results by targeting the underlying drivers of success.
  • Developing Performance Insights : Support the creation of actionable and insightful performance metrics that enhance organizational transparency and improve decision‑making at all levels.
  • Streamlining Processes and Systems : Evaluate existing processes, systems, and organizational workflows to identify areas for improvement. Provide recommendations to better align and integrate these elements with the broader organizational strategy.
  • Crafting Briefing Materials : Assist in drafting, tailoring, and refining presentation materials to effectively communicate with diverse audiences, including internal and external stakeholders.
  • Planning and Facilitating Enterprise Activities : Coordinate and organize key events such as meetings, offsites, and forums. Facilitate productive discussions, prepare follow‑up action plans, and maintain accurate documentation such as meeting minutes.
  • Identifying and Supporting Strategic Opportunities : Analyze and recommend innovative tools, methodologies, performance indicators, systems, and processes to ensure successful execution of tactical and strategic initiatives. Integrate these recommendations with ongoing efforts to maximize impact.
  • Driving Continuous Improvement : Identify opportunities for process enhancement by evaluating inefficiencies, non‑value‑added activities, and potential solutions. Analyze alternative approaches and assess potential downstream organizational impacts.
  • Assessing Organizational Capacity : Evaluate the organization’s current capacity, skills, and capabilities. Identify gaps and recommend actionable strategies to address skill or resource deficiencies.
  • Developing Communication Strategies : Design and execute communication strategies to ensure consistent, effective messaging. Draft, review, and refine communications from the FPS Front Office for distribution to internal teams and employees.
  • Preparing Correspondence and Documentation : Draft thorough and well‑documented responses to inquiries, reporting requirements, white papers, and any comments on official documents to support FPS’s objectives.
  • Managing Task Coordination and Schedules : Provide comprehensive support in task tracking, coordination, and monitoring schedules to ensure organizational and program milestones are met.
  • Developing Reporting Tools and Dashboards : Create and maintain detailed reports, dashboards, and other change management tools to track, communicate, and analyze organizational progress and outcomes.
Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree, preferably in a discipline related to business, information technology, organizational effectiveness, public administration, or criminal justice - other degrees can be considered if experience demonstrates capability.
  • Ten (10) years of experience assisting with strategic planning activities, qualitative and quantitative analysis, operational support, and formal documentation.
  • Ability to conduct detailed research and analysis of qualitative and quantitative data and present to executive leaders.
  • Experience planning and managing change‑oriented projects and assessing their performance against objectives and milestones.
  • Strong, demonstrated problem solving experience and communication skills, both orally and in writing.
  • Ability to propose and assess capabilities of alternative solutions to meet program needs.
  • Ability to effectively manage several projects at one time.
  • Ability to manage multiple groups and tasks and work independently or in a group.
  • Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel, Project, and Visio.
  • Ability to obtain DHS public trust security clearance.
Desired Qualifications
  • Master’s degree, preferably in a discipline related to business organizational effectiveness, public administration, or criminal justice.
  • Experience, as either an employee or contractor, working within both the Executive and Legislative branch of the Federal Government.
  • Experience providing direct Senior Executive Leadership support to ensure the flow of the information to the Executive Team and synthesizing information to provide a single agency perspective.
  • Experience in designing strategies with ambiguous requirements and building consensus with multiple Executives.
  • Experience in exercising political savvy to identify issues and work with impacted executives to deliver needed change identified evidenced by example(s) in their resume.
  • Strong facilitation and influencing skills and the ability to build relationships and interface with executive and senior level government leaders.
  • Experience bringing commercial industry best practices to affect change in the federal government identified by example(s) in their resume
  • Ability to design and lead change management efforts.
  • Strong copy‑editing skills and attention to detail.
  • Excellent project and time management skills to thrive in a fast‑paced environment.
  • Proficiency with data visualization methodologies and software (e.g., Power BI or Tableau).
  • Lean Six Sigma, Change Management, Agile, and/or PMP certifications.
  • Familiarity with FPS’s history and operations.
  • Experience working within a federal law enforcement agency.
  • Existing DHS public trust or final security clearance.

Target salary range: $100,000 - $145,000
