Senior Business Analyst

Summary
The Business Development Analyst will support BD to identify, qualify and secure business opportunities by cultivating and maintaining mutually beneficial business relationships with current and potential customers. This position will work with the BD team to identify, qualify and bid new opportunities within existing and new target markets (Dept of Defense, DHS, DOJ) and leverage relationships to develop client and industry information to impact growth. The position will also require the Senior Analyst to lead analysis supporting captures, proposals or other strategic growth initiatives.
Qualifications
- Bachelor’s degree in Business, Operations or Marketing, Master’s preferred
- 3-5 years’ experience in Sales, Marketing or Business Development required
- Experience with a federal sales and programs preferred – including DOD, DHS and other federal agencies
- Proficiency within Microsoft Office 365
- Must have excellent analytical and research skills- know how to research federal spending trends, procurement announcements and client budgets using publically available databases (SAM, FPDS, etc) and paid subscription services (GOVWIN, G2X etc).
- Understanding of sales process for GOVCON business- Completion of SHIPLEY Capture and/or Proposal training classes required a plus
- Experience with identifying and qualifying opportunities in a growth pipeline- includes supporting executing teaming agreement with industry partners, completion of capability gap analysis for captures, development of win teams, supporting or conducting color team reviews for captures
- Understanding of government contracting vehicles to include IDIQs, GWACs, OTAs and GSA schedules
- Experience supporting capture and proposal efforts for complex bids greater than $20M a plus. A complex bid would have multiple volumes such as a Management Volume, Technical Volume, Price Volume, and Past Performance Volume.
- Experience supporting proposal activity to include development of compliance matrix and compliance reviews for proposals
- Research and develop product, service and competitive analysis to support BD strategic growth initivites and captures
- Experience with proposals and GSA bids- track record of awards is a plus
- Must have good organizational skills and the ability to effectively prioritize tasks
- Must have excellent computer and technical skills and knowledge of report writing software
- Must have good problem solving and decision-making skills
- Must have strong leadership and managerial skills
- Must have good negotiation and persuasion skills
- Must be able to obtain and maintain a Government Security Clearance
- U.S. Citizenship is required
Responsibilities
- Identify and qualify opportunities in target markets using government systems (SAM, IDIQ sites, OTA sites and client forecast), information services (GOVWIN etc.) and direct client engagement with program managers, contracting and small business offices
- Lead assessment of growth opportunities with development of initial gate review presentations, and support BD/Capture team for color team reviews and competitive analysis
- Support BD growth from existing IDIQs, OTA and GSA contracts. Identify and assess new opportunities with research and prepare initial qualification gate reviews, client engagement plan and capture plan
- Lead smaller Captures to demonstrate readiness for promotion
- Work with cross functional team (including engineering, finance, contracts, BD and ATSC leadership to efficiently manage BD processes
- Initiative to provide research and analysis to support pursuit recommendations (go/no-go)
- Understanding of sales process for GOVCON business- for products and services- SHIPLEY training a plus
- Helps manage growth pipeline with BD staff and PM staff
- Able to develop and deliver executive level presentations to ATSC leadership and clients
- Support BD/Captures to include proposal support and marketing support for conferences and events
- Leverage use of AI tools to make opportunity research and proposal develop more efficient
- Support opportunity identification, qualification and bid for opportunities under existing IDIQ contracts, OTAs, GSA contracts and agency specific contracts
- Recommend marketing strategies for the purpose of enhancing company sales
- Conduct market research into emerging trends in the industry
- Support BD pursuits and captures with the expectation of being promoted into a BD role to lead captures – timing will be based on performance
- Create custom reports and generate standard reports for management and sales staff
- Analyze work flows and make recommendations for streamlining or improving the process
- Help develop new sales leads for the company
- Research marketing opportunities and communicates to marketing staff
- Contribute to the development and refinement of the company’s online presence
- Liaise with other department heads on the implementation of the company’s strategic and operational plans
- Develop, review and report on the business development department’s strategy, ensuring the strategic objectives are well understood and executed by the team
- Analyze contract finance and bidding process to optimize awards and profitability- not just bidding based on low cost technically acceptable pricing strategy
- Regularly attend client meetings, trade shows, conferences etc.
- Follow up with clients continuously and responding to client enquiries
- Prepare business development presentation and Gate Reviews to advance opportunities through the sales evaluation funnel
- Identify potential new markets based on research and analysis of budgets, competitors and products/services
- Communicate with and qualifies sales prospects
- Analyze the capabilities, contracts and products/services of the competition to assist with new business pursuits
